This position leads the development and implementation of employee wellbeing, culture, and engagement initiatives that support the Intentional Design of Goodyear’s Culture, the Five Realms of Wellbeing, and the City’s Master Plan. The role designs and delivers programs that promote employee health, leadership development, and organizational engagement while aligning learning and development strategies with business priorities. This position also evaluates program effectiveness through metrics and partnerships, manages key engagement initiatives such as the Goodyear Grows Mentorship Program, and collaborates across departments to foster a strengths-based, high-performing workplace culture.
The ideal candidate is a strategic and people-focused professional with proven success developing wellbeing and culture programs in complex organizations. They are skilled in designing and delivering training, communication campaigns, and initiatives that align with organizational goals. Strong in relationship-building, communication, and facilitation, they can engage employees at all levels and foster collaboration with partners. With expertise in project management, data evaluation, and budget oversight, the ideal candidate ensures programs are impactful, measurable, and sustainable. The ideal candidate will possess a minimum of three years of experience in organizational development, wellness program coordination, or HR leadership initiatives and a Bachelor’s degree in Human Resources, Public Administration, Health Services, Public Health, or a closely related discipline.

Position Duties

- Develops and implements culture and wellbeing strategies aligned with the Intentional Design of Goodyear’s Culture, the Five Realms of Wellbeing, and the People Master Plan to strengthen organizational culture and employee engagement.
- Designs and deliver employee wellbeing programs and initiatives that reduce health risks, promote healthy lifestyles, and support overall workforce wellbeing through individual and group engagement opportunities.
- Leads the development and distribution of learning and development resources that reinforce culture strategy and support employee growth and organizational effectiveness.
- Advises and supports leadership development initiatives by aligning talent development, performance management, and leadership programs with the City’s short-mid, and long-term strategic priorities.
- Oversee the City’s employee wellbeing program and committee operations, including co-chairing the Wellness Committee and coordinating cross-development collaboration to advance wellbeing initiatives.
- Analyzes and monitors program performance metrics and budget resources to evaluate the effectiveness of wellbeing initiates and ensure strategic and fiscally responsible program delivery.
- Leads strategic employee engagement initiatives, including the Goodyear Grows Mentorship Program, by managing program structure, participant experience, and continuous improvement efforts.
Minimum Qualifications
- Formal Education/Knowledge: Work requires broad knowledge in a general professional or technical field. Knowledge is normally acquired through four years of college resulting in a Bachelor's degree or equivalent.
- Experience: Minimum two years of experience in a related field.
- Certifications and Other Requirements: Valid Driver’s License.
- Reading: Work requires the ability to read, analyze, and interpret general business periodicals, professional journals, and technical procedures of governmental regulations.
- Math: Work requires the ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
- Writing: Work requires the ability to write reports, business correspondence, and procedural manuals; and develop Power Points and other materials for distribution to the Goodyear workforce.
- Managerial: Job has no responsibility for the direction or supervision of others but may provide advice/direction to an employee with less experience/skill or tenure.
- Budget Responsibility: Moderate – Supports the preparation of budget documents; may do research to justify data used in documents for a unit or division of a department. May recommend budget allocations. Often compiles data and/or enters or oversees data entry. May have responsibility for monitoring budget expenditures.
- Policy/Decision Making: Moderate - The employee normally performs the duty assignment according to his or her own judgment, requesting supervisory assistance only when necessary. Projects and daily work are managed with little oversight, however, special assignments and significant work products may be reviewed upon completion. Typically positions in this category are supervisor to mid-management jobs.
- Technical Skills: Comprehensive Application – Work requires a comprehensive, practical knowledge of a technical field with use of analytical judgment and decision-making abilities.
- Interpersonal/Human Relations Skills: High – Interactions at this level usually impact the implementation of policies. Contacts may involve interpretation of how policies are implemented and may require discussion and the support of controversial positions or the negotiation of sensitive issues or important presentations. During interactions on policy implementation, contacts may also involve stressful, negative interactions requiring high levels of tact and the ability to respond to aggressive interpersonal interactions.
Other Qualifications
3 Months
- Understand the Wellbeing Strategy by reading source documents, reviewing Intentional Design Phase 1,2 and 3 rollout plan and the existing 2026 wellness calendar.
- 3 Month Outcome measure- Short power-point presentation for the HR leadership team
- Support Wellbeing initiatives
- 3 Month Outcome measure- develop and implement winter onsite Personal Health Assessment screenings.
- Support Wellbeing committee by: 1) meeting monthly with wellness sponsor 2) attending and advising wellness committee leadership on social, physical and community wellbeing.
- 3 Month Outcome measures:
- Tentative 2026 wellness calendar
- Develop plan for implementation of blood pressure stations and present to HR leadership
- 12 Month Outcome Measure - Assist in providing training and hands-on learning opportunities to Wellbeing Committee members, so that at least 75% can confidently serve as SMEs on the wellbeing programs we offer.
6 months
- Support HR Wellbeing strategy by becoming a Sunshine Committee member and building relationships with each team member.
- 6 Month Outcome measure - understand each HR team members role in wellbeing and the intentional design of Goodyears culture Phase 4
- Present Whole Employee at GEO
- Based on CDC scorecards- began working on implementing 3 initiatives based on the HAWP application/CDC scorecard
12 Months
- Complete the design and content development of the Wellbeing page on GNet ensuring it includes resources for all five realms of wellbeing, links to programs and events, and at least interactive features.
- Become the go to facilitator for Goodyear Grows, implementing learning initiative and tracking outcomes.
Ongoing
- Integrate into key People Master Plan components: Learning and Development, Benefits, Safety, Continuous Improvement and Employee Relations to ensure a complete understanding of the Career Wellbeing Strategy.
