About the Department
Reporting to the Finance Director, the City Accountant/Payroll is a key position in the Finance Department. The City Accountant receives day-to-day guidance and direction from both the Finance Director and the Deputy Finance Director. The position requires in depth knowledge of payroll and very strong attention to detail. Additional duties include accounts payable, accounts receivableand clerical work involving governmental accounting and reporting. This position will have frequent interaction with employees, members of the public and outside agencies.
Position Duties
- Review time sheets and administer payroll to include processing deduction checks, reporting federal, state, unemployment and uploading IMRF wages and running appropriate reports.
- Process and maintain employee wage garnishments.
- Uploading ACH’s and approving checks in the banking website.
- Maintenance and update of employee leave balances.
- Reconciliation and preparation of monthly, quarterly, and annual payroll reports, as necessary, including issuing W-2’s and 1099’s.
- Process Accounts Payable invoices, general vendor maintenance, reconcile accounts, check preparation and disbursement.
- Manage Accounts Receivable invoices and enter all payments received.
- Post cash receipts to financial software and balance cash drawer nightly.
- Balance and post Water and Sewer Department deposits and digital check scans daily.
- Processes property transfer tax, food and beverage tax, hotel/motel tax and gasoline tax payments and update spreadsheet reports. Prepare any necessary correspondence.
- General filing of accounts payable, accounts receivable and payroll.
- Preparation of reports as needed.
- Maintain stock and acquire office supplies.
- Other duties as assigned by Finance Director and/or Deputy Finance Director
Minimum Qualifications
- High School Diploma or G.E.D. required. Associate Degree in Accounting or Finance preferred.
- A minimum of three (3) years payroll and accounts payable/receivable experience.
- Knowledge of state and federal payroll tax laws and A/P, A/R procedures.
- Ability to communicate effectively, both orally and in writing.
- Ability to work independently to complete work and special projects on time.
- Ability to establish and maintain effective working relationships with other employees and the general public.
- Ability to organize data into a usable format using Microsoft Office suite. (Excel and Word).
- Ability to learn various databases and software programs used by the City.
- Thoroughness, accuracy and strong analytical ability.
- Ability of maintain confidentiality of communications, documents and other matters.
- Ability to operate as part of a team.
- Ability to make decisions in accordance with established policies and procedures.
- Ability to identify potential problems/discrepancies and take appropriate action.
Other Qualifications
Starting range for this position is $22.00 to $25.00/hour DOQ. This position comes with an excellent benefit package that includes health, dental, vision, & life insurance, paid time off, plus an IMRF pension.
