About the Department

The City of Eustis is seeking a trustworthy, responsible individual who,  under the direction of the City Manager, plans, oversees, and directs the operations and services of the Development Services Department, encompassing all activities related to Building, Planning, Development, and implementation of the Comprehensive Plan.  The employee has considerable responsibility in planning, implementing, and directing departmental goals and objectives, formulating departmental policies, and coordinating all administrative aspects of the 
departments.  

The employee also performs advanced, technical planning work involving the research and development of the City's Comprehensive Plan and complex studies involving trends in the social, economic, and physical characteristics of the city, for use in detailed planning reports and presentations.  
Work is performed with considerable independence & latitude, and the employee is expected to exercise judgment & initiative in supervising and being responsible for all operations.  The employee has hiring and firing authority, subject to approval of the City Manager.

Minimum Qualifications

Knowledge, Abilities and Skills - Knowledge of the principles, practices & methods of public planning; extensive and current knowledge of the State of Florida Comprehensive Planning Act; knowledge of city charter, city ordinances, state statutes and pertinent rules and regulations; knowledge of budgetary development, administration and control; knowledge of the legal procedures involved in the administration of the Building and Planning Departments; general knowledge of grants preparation and administration; knowledge of the principles, practices and methods of public administration.

Ability to plan, evaluate, assign and coordinate departmental activities; ability to perform statistical research, evaluate and analyze findings and form conclusions; ability to present ideas clearly and concisely, both orally and in writing; ability to establish and maintain effective working relationships with department heads, city employees, outside agencies and the general public; ability to drive a vehicle and evaluate field sites; ability to work on-call, as required, including nights, weekends and holidays.

Excellent writing and public speaking skills; ability to communicate clearly and effectively with citizens and the City Commission.

Minimum Qualifications - Bachelor's Degree from an accredited college or university in Planning or related field; supplemented by ten (10) years progressively responsible administrative experience in planning/development, to include recent experience in comprehensive planning and growth management regulations. Master's Degree in Planning supplemented by five (5) years of administrative experience in planning/development preferred.  Recent experience working with Florida Comprehensive Planning and AICP Certification (American Institute of Certified Planners) highly desirable.  Valid Florida Driver's License with an acceptable driving record is required.

Working Hours:

Monday through Friday, 8:00 a.m. to 5:00 p.m.

Other Qualifications

Physical Demands - Primarily sedentary work with some periods of light physical effort: sitting for long periods; bending and reaching; good finger/hand dexterity and hand/eye coordination; good eyesight, hearing, and speech; regular driving of a vehicle for visitation of field sites (must be able to walk or maneuver oneself in order to inspect or evaluate field sites)

Salary Information:

$98,862.37 - $146,958.14 annually; EXCELLENT benefits (Note: See Benefits Tab for more information). Following a thorough background investigation, including a criminal history and driver’s license check, the candidate will be given a conditional offer of employment.
