Summary
Under general supervision, a Security Officer will patrol by foot, motor vehicle or bicycle, and enforces city policies, administrative orders, regulations and security controls; advises citizens of laws and regulations, ordinances and apparent violations; Security Officers will respond to disturbances within the area of assigned responsibility without use of physical restrain or force; prepares incident reports and forwards documentation to Police Administration, reports all violations of noted security issues; Works alongside and under supervision of the City of Eagle Pass Police Department to provide high visibility security to serve and protect our both people and property. Person in this class must frequently work alone on a day or night shift, guided by defined procedures, regulations and established work practices.
Distinguishing Career Features
A Security Officer primary responsibility is to effectively serve and secure our citizens, employees and property of the City of Eagle Pass. This will include buildings, equipment and the persons and property thereon by properly reporting deficiencies as they are encountered. The major requirements are reliability and alertness in detecting unusual conditions. The Security Officer thru radio communication, with Police Dispatch, will report any and all security violations to the Police Department. The Security Officer will prepare reports on incidents or violations to the appropriate City Departments.

Examples of Duties and Responsibilities
Performs some or all of the following, depending on the needs of the City to include protecting all city property and other areas as assigned during working and nighttime hours to include but not limited to: illegal trespass, assaults, illegal dumping, vandalism, theft, fire and other damages to property and equipment.
- Walks and secures the international bridge system up to the USA boundary.
- Assists with traffic control during major events or as needed by the Police Department to include holiday travel or evacuations if necessary.
- Helps remove unwanted persons from all City owned property (solicitors, beggars, i.e.).
- Reports and documents any and all incidents to Supervisor on duty (damage to city property, illegal dumping, unauthorized persons or vehicles).
- Communicates with Police Department for any issues related to security, traffic control, or incidents within the assigned area of responsibility
- Affixes written warnings to unattended vehicles parked in employee parking restricted areas or on any city property
- Informs parties of regulatory infractions with tact and courtesy and instructs individuals to leave the site if they fail to comply. Contacts law enforcement officials when violators are uncooperative and signs complaints when arrests are necessary.
- Uses fire extinguishers when needed, advises appropriate fire control agencies of major fires, fire hazards and other unsafe conditions; administers first aid and CPR when the need arises.
- Keeps records and makes reports of unusual situations, such as unsecured city buildings, gates, and broken windows, lack of maintenance. and upkeep and malfunctions of city owned property and equipment.
- Uses portable two-way radio to report status and problems, request information, and obtain instructions.
- Responds to calls regarding injuries and calls Emergency Medical Services (911) if necessary.
- May have other assignments such as accepting the delivery of materials after regular working hours and issuing and obtaining receipts for supplies and tools.
- May provide work guidance and training to temporary or part-time help in performing site security routines.
- Performs other duties as required to accomplish the objectives of the position.
Summary
Knowledge and Skills
Requires knowledge of proper methods of patrolling and safeguarding construction projects, buildings and adjacent grounds. Use of firefighting equipment found in public buildings. Safety principles and practices: knowledge of laws, legal codes, court procedures, government regulations and agency rules. Knowledge of administrative and clerical procedures and systems such as word processing, managing files and records.
Abilities
Requires the ability to deal tactfully and effectively with the public. Act quickly and effectively in emergencies. Keep routine records and make oral reports. Write clear and concise reports describing activities, problems, incidents and special circumstances. Communicate effectively with the public, in English and Spanish, and in court for the purpose of giving explanations and testimony. Effectively communicate thru radio or phone with Communications Dispatch or Police Officers. Understand and follow directions. Be able to patrol on foot, motor vehicle or bicycle. Perform physical tasks necessary for routine maintenance. Perform first aid and CPR and maintain certification in both areas.
Physical Abilities
Requires the ability to stand for extended periods of time, walk for extended period of time; manipulate (lift, carry, move) light to heavy weights of up to 50 pounds on a regular basis. Requires the ability to push, pull, and guide materials over 50 pounds. Requires the ability to climb (e.g. ladders), stoop, kneel, and crouch on a regular basis; read technical (including blueprints) and safety information. Requires auditory ability to hear machinery sounds and alarms. Requires near and far visual acuity to read printed materials, moving objects, and observe work-in-progress. Requires speaking ability to carry on ordinary conversations. Requires the ability to work in extreme temperature conditions. Education and Experience
The position requires one year of full-time paid experience as a guard, security officer, security aide, crowd controller, firefighter or police officer, or trainee for firefighter or police work. One year of full-time experience in public contact enforcing rules and regulations, field investigation, or military service. Completion of one year of education in a recognized junior college, college, or university may substitute for the required experience. High school diploma or equivalent required.
Licenses and Certificates
Requires a valid Texas driver’s license and Level II security training program certification. Requires First Aid and CPR certification within six (6) months of employment.
Working Conditions
Work is performed indoors and outdoors in extreme weather conditions where significant safety considerations exist from full-body physical labor and handling of medium-to-heavy weight materials. Work requires shift work during day and night.
