About the Department

Under general direction, is responsible for supervising the activities and staff members assigned to a specific unit within the Purchasing Office and for managing the procurement cycle for specialized commodities for an individual agency or on a Citywide basis; performs related duties as required.

Position Duties

(Any one position may not include all of the duties listed, nor do the examples cover all of the work performed.)
 
Supervises staff members assigned to one or more specific units by assigning and reviewing work, conducting performance evaluations, approving/disapproving leave requests, and recommending disciplinary actions;
 
Oversees contract management including pre-contract, contract execution, and contract compliance activities;
 
Manages the procurement cycle for specific commodities for an individual agency or on a Citywide basis;
 
Participates on cross-functional teams as required; assists the Finance and Management Director with planning and implementing administrative improvements and changes;
 
Conducts investigations and prepares reports and recommendations for the design of procurement related administrative programs to improve operational effectiveness and efficiencies; manages the implementation of such programs;
 
Participates in the formulation of goals for the entire Purchasing Office; sets objectives for the specific unit(s); develops strategies to measure and monitor the achievement of each, including the utilization of accompanying technology and automation;
 
Coordinates the formulation of Citywide procurement policies, procedures, and training materials; provides procurement training to departmental personnel as needed by explaining and interpreting the City Code, the Model Procurement Code, the Ohio Revised Code, and internal computer systems to ensure understanding and consistency;
 
Reviews and approves procurements on behalf of the Finance and Management Director in relation to the City’s compliance with procurement policies, and Columbus City Code requirements including Chapter 329 and Title 39;
 
Conducts reviews or hearings related to specification or bid award protests by internal or external customers; prepares and makes recommendations and/or decision concerning specification or bid award protests;
 
Keeps the Procurement Manager and the City fiscal staff informed on a timely basis of all situations that could affect the delivery of public service to citizens;
 
Serves as the Procurement Manager in his/her absence;
 
Collaborates with procurement and fiscal professionals to provide mutually effective solutions to common challenges;
 
Prepares reports and information, as required, for the management of the Purchasing Office or the Finance and Management Director’s Office.

Minimum Qualifications

Possession of a bachelor’s degree AND five (5) years of experience in finance, budgeting, supply chain management, procurement, or purchasing.  Substitution(s):  Possession of a valid certification as a Certified Purchasing Manager (CPM), Certified Professional in Supply Management (CPSM), or Certified Professional in Supplier Diversity (CPSD) from the Institute for Supply Management (ISM), or as a Certified Professional Public Buyer (CPPB) or a Certified Public Procurement Officer (CPPO) from the Universal Public Procurement Certification Council (UPPCC), or as a Certified Procurement Professional from the National Institute of Governmental Purchasing (NIGP) may substitute for the bachelor’s degree.  Additional experience as listed above may substitute for the required education on a year-for-year basis.  A law degree may be substituted for two (2) years of the required experience.  A master’s degree in one (1) of the administrative sciences may be substituted for one (1) year of the required experience.
