Watch Here Under the direction of the General Maintenance Superintendent, the General Maintenance Administrator oversees, coordinates, and manages the daily operations of citywide facilities, fleet, custodial, street, and right-of-way maintenance. This position is responsible for planning and supervising maintenance activities, managing vendor contracts, ensuring compliance with regulations, and optimizing resources to maintain City-owned infrastructures. The General Maintenance Administrator serves as a senior supervisor, overseeing assigned staff while working collaboratively with the General Maintenance Superintendent to implement operational goals and objectives. The General Maintenance Administrator may act in the capacity of the General Maintenance Superintendent in their absence; performs related work as required.
Position Duties

- Plan, coordinate, and oversee maintenance and repair activities for City facilities, fleet, custodial services, streets, and right-of-way areas to ensure operational efficiency and compliance with safety standards.
- Supervise, train, and evaluate assigned maintenance personnel, including Maintenance Supervisors, ensuring effective workforce management and adherence to established work standards and policies.
- Assist in the development and implementation of maintenance schedules, work assignments, and operational procedures to improve service delivery and resource utilization.
- Administers and implements City’s National Pollutant Discharge Elimination System (NPDES) / Storm Water Compliance Programs, and compliance with Safe Clean Water Program and Measure W requirements.
- Monitor and assess infrastructure conditions, prioritize maintenance and repair projects based on need, urgency, and budgetary constraints.
- Oversee procurement of equipment, materials, and supplies for maintenance operations, ensuring cost-effective purchasing and proper inventory management.
- Manage and administer vendor contracts for custodial services, fleet maintenance, street repairs, and facility upkeep, ensuring compliance with City standards and contractual obligations.
- Conduct field inspections to monitor work progress, ensure quality control, and address maintenance or safety concerns.
- Assist the General Maintenance Superintendent in budget preparation, expenditure tracking, and cost management for maintenance operations.
- Coordinate with internal departments, contractors, and external agencies regarding infrastructure maintenance projects, facility enhancements, and operational improvements.
- Respond to public inquiries, complaints, and service requests related to general maintenance issues, ensuring timely and professional resolution.
- Prepare reports, records, and documentation related to maintenance operations, project status, and performance metrics.
- Ensure compliance with safety regulations, environmental guidelines, and industry best practices in maintenance operations.
- Act as the General Maintenance Superintendent in their absence, overseeing division operations and making key decisions to ensure service continuity.

Minimum Qualifications
Knowledge of:
- Principles and practices of municipal maintenance, including facilities, fleet, custodial, street, and right-of-way operations.
- Techniques for managing facility upkeep, vehicle and equipment maintenance, custodial services, and roadway infrastructure.
- Methods for evaluating infrastructure conditions and prioritizing maintenance projects.
- Budget management, cost analysis, and procurement processes related to municipal maintenance.
- Contract administration, including vendor negotiations, service agreements, and quality control.
- Public safety regulations, environmental policies, and best practices in maintenance operations.
- Effective staff supervision, training, and performance evaluation techniques.
- Customer service methods and public engagement strategies.
Ability to:
- Plan, organize, and oversee daily operations of general maintenance.
- Supervise and guide maintenance personnel, including General Maintenance Supervisors, providing clear expectations and performance feedback.
- Develop and implement maintenance schedules, ensuring efficient use of resources.
- Conduct site inspections, identify maintenance needs, and recommend corrective actions.
- Manage budgets, control expenditures, and optimize resources to meet operational goals.

MINIMUM QUALIFICATIONS: EDUCATION and EXPERIENCE
- Education: Bachelor’s degree in Public Administration, Business Administration, or a related field.
- Experience: Three (3) years of experience in facilities maintenance, fleet operations, custodial services, or street maintenance, including two (2) years in a supervisory capacity.

- Dexterity of hands and fingers for use of standard office equipment, hand tools, and maintenance-related equipment.
- Exposure to various weather conditions while monitoring parks and landscaped areas.
- Possibility of exposure to chemicals, solvents, dust, grease/oil, fumes, electrical and mechanical hazards, vehicular traffic, vibration and noise.
- Driving a vehicle on City business as needed.
- Mobility, vision, hearing and dexterity levels appropriate to the duties to be performed.
Required Licenses and Certificates:- Possess a valid California class “C” driver’s license.
