About the Department
An incumbent to a position in this class supervises the work of assigned personnel to engage in the maintenance and repair of the City of Buffalo water distribution system including but not limited to water mains, valves, hydrants and other facilities. Positions in this class are distinguished from the class of Head Water Service Worker in that the work performed is more difficult and complex and requires a higher degree of skill. Assignments are received from the Water Distribution Superintendent or the Assistant Water Distribution Superintendent who periodically check on the work in progress. Supervision is exercised over Caulkers and other personnel assigned.
Position Duties
Directs, supervises and participates in the maintenance and repair of water mains, valves, hydrants and pipefittings in conjunction with the water distribution system;
Directs and participates in the installation and repair of fire hydrants;
Directs, supervises and participates in the construction of ditches, laying of pipe line and installation of
water system equipment;
Directs, supervises and participates in the caulking of joints and lead pouring;
Directs and participates in the work of segregating those areas affected by water line breaks;
Is responsible for and maintains daily time records for personnel including but not limited to any and all changes in time, delivery of time sheets to dispatch office on a daily basis, reporting changes to
timekeeper immediately, etc.;
Oversees and maintains daily work records, including but not limited to record changes to water distribution maps, valve books, water main books, etc.;
Performs simple tests for leaks in mains and hydrants and in the location of leaks;
Performs related distribution work as required.
Minimum Qualifications
Open Competitive
Applicants must have at least three years of full-time experience in installation or maintenance work involving water mains, valves and service lines, one year of which must have been in a supervisory capacity.
Promotional
(A) Continuous and permanent competitive status in the Department of Public Works, Parks & Streets as a Caulker or Machine Operator (Water) for one year.
OR,
(B) Continuous and permanent non-competitive status in the Department of Public Works, Parks & Streets as a Caulker for two years.
Special Requirement for both Promotional and Open Competitive
1.) Possession of a current NYS Department of Health Grade D Chlorinator's License which must be presented within six months from date of appointment and maintained during employment.
2.) Possession of a current NYS Class B Commercial Drivers License which must be presented at time of appointment and maintained during employment.,
*Applicants must consent to screening requirements of the FMCSA Clearinghouse program (Federal Motor Carrier Safety Administration) in accordance with Title 49, Code of Federal Regulations, Section 382 as part of the application process for positions requiring a NYS Commercial Drivers' License

Other Qualifications
Thorough knowledge of the methods, materials and equipment used in the construction and maintenance of water distribution systems and fire hydrants;
Good knowledge of the safety precautions of the trade;
Ability to interpret plans and specifications of the water distribution system;
Ability to perform trench excavation, backfilling and repaving;
Ability to plan and supervise the work of others;
Ability to establish and maintain effective working relationships with others;
Ability to follow oral and written directions;
Physical condition commensurate with the demands of the position.
