About the Department
An incumbent to a position in this class has ultimate responsibility for the design and operation of a management information and reporting systems for productivity analysis, sets goals and performance standards and monitors same. The incumbent must possess a high degree of analytical judgment in evaluating and analyzing findings and submitting recommendations. This position, at times, can be considered "an Assistant Director" level position where it would require a high degree of independent resourcefulness and imagination in the management of a division. Immediate supervision is exercised over clerical and other subordinate employees. However, while performing the duties of this position, an incumbent may be required to supervise maintenance personnel at the supervisory level in conjunction with staff utilization and analysis procedures for flow of work. At no time would the Associate Management Analyst supervise tradesmen, laborers or other maintenance personnel. Supervision is received from a higher ranking official of the department or division where employed.
Position Duties
TYPICAL WORK ACTIVITIES
Develops, plans and implements systems to improve efficiency for services to be rendered;
-establishes guidelines for reviewing productivity and setting performance standards;
Formulates policies and implements changes concerning operating procedures;
Conducts studies and surveys on procedures, systems and departmental organizations;
-performs measurements of work productions, staff utilization and analysis procedures for flow of work;
Develops systems and formulates policies to manage the letting of contracts;
-oversees the quality and timely performance of contractors;
-may develop contract specifications or provide input into the development of contracts;
Establishes work procedures and guidelines for performance standards and relating reporting systems;
-develops flow chart of work requests;
-schedules work assignments;
-reviews documentations produced from reporting systems;
Develops systems for and monitors fiscal expenditures including overtime lines, contract costs and work schedule and purchases;
May develop systems for inventory control;
Assists in preparation of departmental/division budget;
Prepares and submits reports on findings and justifies recommendations;
Performs related work as required.
Minimum Qualifications
PROMOTIONAL,
Continuous and permanent status as a Management Analyst or Senior Management Analyst in any city,
department for one year.
OPEN COMPETITIVE,
(A) Bachelors Degree from an accredited college or university and seven years of full-time responsible experience in the field of public or business administration where work experience includes research in management or operating procedures (see typical work activities);
OR,
(B) Associates Degree from an accredited college, or university and nine years of full-time responsible experience in the field of public or business administration where work experience includes research in management or operating procedures (see typical work activities);
OR,
(C) an equivalent combination as defined within the limits of (A) and (B),
SPECIAL REQUIREMENT: Possession of a current New York State Drivers License at time of,
Appointment and maintained during length of employment.

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS,
Considerable knowledge of the principles, methods and techniques of management analysis, productivity analysis and data collection;
Thorough knowledge of the fundamental theories, techniques and practices of management as related to municipal government;
Ability to collect, analyze and evaluate data in both qualitative and quantitative techniques;
Administrative supervision;
Ability to observe, recognize and distinguish pertinent details;
Ability to present data, reports and comments both orally and in writing;
Ability to get along well with others;
Physical condition commensurate with the demands of the position.
