General Statement of Duties

Under the general supervision of the Street Manager and the direct supervision of the Street Supervisor the Heavy Equipment Operator, is responsible for performing manual, semi-skilled to skilled tasks to include street repair and maintenance, mosquito and/or weed control, operation of light and heavy equipment related to street maintenance and snow removal.

Education and/or Experience

High school diploma or general education degree (GED).
Three (3) to five (5) years’ experience in street maintenance or related field to include the operation of heavy equipment.
Acceptable driving record; and a valid South Dakota Commercial Driver’s License; Class A with tanker endorsement or the ability to obtain within 6 months.
Possession or ability to obtain Mosquito Abatement/Pesticide Applicators License to mosquito abatement/noxious weed control.
Possession of or the ability to complete required certifications that may include: Flagger, MSHA, APWA, ATSSA within 1 year.
Ability to work outdoors in all types of weather and be available after hours, weekends, and/or holidays as deemed necessary by Street Manager/Street Supervisor and in emergency situations.
Position requires employee to be on-call and work a flexible schedule to include evenings, weekends, and holidays as requested.

Typical Duties and Responsibilities

Maintain municipal streets and rights-of-way in safe condition. Perform various duties in regards to repairs, maintenance, and equipment operation.
Ability to effectively work in traffic safely in the repair of City streets.
Operate and perform minor repairs to a variety of light to medium equipment including but not limited to - trucks, trailers, ATV/UTV and Skid steers, street sweeper, tandem axle trucks, flatbed trucks, and motor graders all used in the repair of City streets.
Drive truck to haul equipment, crew, snow, gravel, and various other materials to work site.
Operate and maintain light to heavy duty capacity dump trucks, tractors, trailers, and trucks with specialized equipment to include sand spreader, hot oil distributor, patching machine, crack sealing machine, vibratory rollers, steel face or pneumatic.
Perform traffic control functions including, painting, sign installation, thermoplastic installation and line striping.
Operate snowplows and all other snow removal heavy equipment.
Operate equipment of light to heavy capacity such as front-end loader, backhoe, and trucks in assisting in performing Municipal Road repair and patchwork. Operate steamer to open frozen storm sewers, catch basins and culverts.
Repair City streets and bridges to include loading and unloading materials, shoveling asphalt, crack filling, and picking up litter as needed.
Responsible under the direction of a supervisor for the coordination and application of pesticides and herbicides process for control of weeds and pests.
Under direction of a supervisor coordinate maintenance of gravel roads to include blading and pulling shoulders and maintaining ditches.
May be required to supervise small crews by assigning and directing work. Carry out supervisory responsibilities in the absence of the Street Supervisor in accordance with the organization’s policies. May assist with training employees.
Attend training, seminars, and workshops as deemed necessary.
Perform work in accordance with all safety policies and procedures.
Assist other City departments as directed and/or deemed necessary.
Perform other such duties and functions as assigned and/or deemed necessary.

While performing the duties of this job, the employee is regularly required to walk.
