Utility Billing Supervisor Salary: $46,913.26 annually
Schedule:
Days: Monday - Friday
Hours: 8:00 A.M. - 5:00 P.M.
Definition: Under general direction, this position is responsible for utility billing, cash
collections and miscellaneous billing and assisting in city payroll.

Tasks:
Supervise clerks in cash collections
Oversee utility-billing information.
Work with water department employees in monitoring meters and accounts.
Prepare monthly utility bills.
Review utility accounts for unusual usage patterns.
Train cashiers on all aspects of their position as needed.
Make final decision on customer delinquent accounts.
Supervise all cash collections and billings of the city
Must be able to communicate verbally with supervisors, co-workers, and the general
public.
Must be able to analyze and interpret information in written word in or numerical form.
Must be able to make decisions based on sound logic and judgment, as well as verifiable
facts and personal experience.
Must be able to interact tactfully and effectively with individuals or groups of people of

Payroll processing/backup.
Perform all duties with minimal supervision. May be required to work irregular hours,
attend job-related meetings, and perform other duties as assigned.

reports.

Knowledge of, and ability to use, Word, Excel and Access computer software
Knowledge of basic customer service principles and techniques.

Knowledge of the appropriate accounts for revenue received.
Knowledge of the City' s policies and procedures for utility billing.
Knowledge of the City' s policies and procedures to initiate or change various services
provided to the citizens.
Ability to follow accepted account/ bookkeeping practices and procedures.
Qualifications:
High School Diploma or GED certificate required.
Three years full- time general clerical/ office support work involving some customer relations
and bookkeeping duties/ responsibilities; completion of a post- high school course/ program in
Office Practices, Bookkeeping or Customer Service/Relations may substitute for one year of
experience.
Two years' experience in a billing and collection. Utility billing preferred.
Demonstrated proficiency with personal computers
Demonstrated experience in word processing, spreadsheets and web browser, MS Word,
Excel and Internet Explorer preferred.
Demonstrated proficiency of accounts payable, receivable and billing software. Incode
preferred.
Experience with Roadrunner meter reading system preferred.
Knowledge and experience with payroll preparation preferred.
Utility Billing
Physical Functions:
Must be able to sit for up to four(4) hours at a time, and up to eight(8) hours total per
day.
Must be able to crouch and/ or kneel for up to 1 minute at a time, up to 5 times total per
workday.
Must be able to bend at waist and twist/ rotate, if necessary.
Must be able to work with arms extended for short periods of time, typically no more
than one hour total per workday.
Must be able to work with arms bent for up to four hours at one time, and up to eight
hours total per workday.
Must be able to lift up to 10 pounds to waist height up to 10 times total per workday.
Must be able to carry up to 10 pounds for short distances up to 10 times total per
workday.
Must be able to push/ pull with arms with a force of less than 5 pounds up to 25 times
total per workday.
Must be able to quickly and accurately coordinate use of hands, fingers, and eyes in use
of typewriter and computer keyboard.
Must be able to use hands and fingers to grasp and manipulate equipment and materials
needed to perform essential job duties.
Working Conditions:
Virtually all essential job duties are performed indoors. Worker may be required to be
out of doors for brief periods of time assisting water department employees.
Indoor temperature is controlled to maintain comfortable work environment year-round.
Worker is exposed to natural temperature and weather conditions when performing duties
out of doors.
Work is largely conducted on an even, dry surface. Surface may be carpet or tile floor.
Worker may be exposed to uneven, natural ground surfaces when performing duties out
of doors, and may walk on surfaces such as concrete or asphalt.
Worker primarily works alone with or without explicit directions from supervisor.
Worker consults with one other individual or with small groups of individuals, either on
the telephone or in person, on a regular basis.
Potential work hazards include use of an automobile to perform duties out of doors.
Equipment, Tools, and Materials:
Telephone, calculator, computer terminal and keyboard, photocopy machine, fax
machine, typewriter, printers, auto folder, scanner, mail meter machine and are typically
used in the performance of essential duties.
Basic office supplies( e. g., pencils, pens, etc.) are utilized within the worker' s office.
An automobile is used occasionally.
Materials handled include a wide variety of paperwork, to include contract bids,
incoming and outgoing correspondence, reports pertaining to city matters, and
miscellaneous files and records.
