Chief Technology Officer (CTO) Stealth Startup | Dubai (DIFC) / India (Remote) | Full-Time | Pre-Seed About Stealth Startup
This is a stealth-mode prediction market exchange being built from the ground up. Founded by a team with deep roots in finance, quantitative trading, and technology, the company is preparing for a $1M+ seed round backed by strategic VCs. The CTO hire is the single biggest blocker to closing the round — investors require a confirmed technical leader before committing capital. The goal is to build a world-class exchange platform and go live by January 2027.
The Role
You will be the founding CTO and the company’s first technical leader. This is a hands-on builder role — not a management-only position.
You will architect and build the entire exchange infrastructure from scratch, establish engineering culture and standards, and hire and scale the engineering team.
You will work directly with the founder and report to the CEO.
Your presence on the team is what unlocks the seed round, making this a uniquely high-impact, high-trust position from day one.
What You’ll Own
Architect and build the prediction market exchange platform end-to-end — matching engine, order management, market data, risk, settlement, and custody Design and implement a production matching engine with price-time priority, order types, TIF semantics, self-trade prevention, partial fills, and deterministic replay
Build market data infrastructure: snapshot + delta protocols, sequence number discipline, gap recovery, and pub/sub fan-out at scale Implement order entry gateways (REST, WebSocket, FIX) with idempotency, rate limiting, session management, and cancel-on-disconnect
Design and deploy pre-trade risk checks, position limits, daily loss limits, kill switches, and cross-margin models
Build the double-entry ledger and settlement system: balanced transactions, hold lifecycle, settlement payout math, and reconciliation
Architect custody infrastructure: hot/warm/cold wallet design, MPC custody integration (Fireblocks or equivalent), deposit detection, and withdrawal policy engines Implement oracle and resolution systems: K-of-N attestor designs, challenge windows, dispute escalation, and signed-message verification Establish reliability practices: journal + snapshot durability, hot-standby failover with measurable RTO/RPO, chaos testing, and disaster recovery drills
Leverage AI agents (Cloud Code, Cursor, etc.) to build lean and accelerate development toward the January 2027 go-live Hire, scale, and lead the engineering team from under 10 to 20+, establishing an on-call culture and incident response processes Build compliance infrastructure: tamper-evident audit logs, transaction monitoring, sanctions screening, KYC vendor integration, and regulatory reporting pipelines
Required Experience
- 5+ years as a software engineer, quant developer, or in a technical leadership role Prior experience at a tier-1 HFT firm (Jump, Citadel Securities, Jane Street, HRT, Tower, IMC, Optiver, DRW, Two Sigma Securities, or equivalent) or a tier-1 exchange venue (CME, ICE, Nasdaq, LSE, Deutsche Börse, HKEX, SGX, or equivalent)
- Built or significantly contributed to a production matching engine, exchange, or order-book system where microseconds mattered Owned a double-entry ledger or settlement system handling customer funds at scale Run a production system at high throughput with sub-millisecond hot path latency and ≥99.95% availability
- Scaled an engineering team from under 10 to 20+, including hiring, on-call culture, and incident response

- Compliance Infrastructure Tamper-evident audit logs, transaction monitoring Sanctions screening, KYC vendor integration, and regulatory reporting pipelines
Nice-to-Have
- Experience with prediction markets, derivatives, or event-based contract design Familiarity with crypto custody, DeFi protocols, or blockchain settlement layers
- Prior founding or co-founding experience at a startup Experience building in regulated financial environments (DFSA, FCA, SEC, or equivalent) Background in AI-augmented development workflows — using AI agents to accelerate engineering output Logistics
Location:
- Dubai (DIFC) preferred — visa sponsorship and relocation support provided (flights, 15–30 days hotel).
- India (Delhi/Gurgaon or Bangalore) is also an option with local market salary.
