Location: State / Cluster Level with district travel
Coverage: Approximately 5 districts per CMO aligned to the programme cluster structure.
Project Duration: 8 months
Role Summary: The Chief Medical Officer (CMO) will provide clinical leadership and medical oversight for the Adolescent Counselling & Integrated School Health Programme. The role will ensure quality implementation of screening camps, preventive healthcare services, referral systems, school health interventions, and community health outreach activities across assigned districts.
The CMO will work closely with Programme Managers, Psychologists, Public Health Nurses, diagnostic laboratories, and government health systems to strengthen preventive and early detection healthcare services for adolescents and communities.
Key Responsibilities
1. Clinical Leadership & Oversight
- Provide overall medical supervision for programme implementation across assigned districts.
- Ensure adherence to clinical protocols, screening guidelines, infection prevention, and referral mechanisms.
- Guide implementation of:
- Adolescent health screening
- Anaemia detection
- NCD risk assessment
- Mental health referral pathways
- Preventive health education
2. Mobile Health Camps & Community Screening
- Lead planning and execution of mobile medical camps and outreach activities.
- Supervise screening services including:
- BMI assessment
- Blood pressure monitoring
- Blood sugar screening
- Anaemia screening
- Basic clinical examinations
- Ensure timely referrals for high-risk cases.
3. Referral & Continuum of Care
- Establish referral linkages with:
- District hospitals
- Mental health professionals
- Diagnostic laboratories
- Specialists and tertiary care centres
- Monitor referral follow-ups and treatment coordination.
4. School Health Programme Support
- Provide technical guidance for school-based health education modules.
- Support management of health-related adolescent concerns identified during sessions or counselling.
- Participate in awareness sessions on:
- Nutrition
- Menstrual health
- Lifestyle diseases
- Tobacco cessation
- Preventive healthcare
5. Supervision & Capacity Building
- Mentor and supervise:
- Public Health Nurses
- Medical Officers
- Field health teams
- Conduct training sessions on screening protocols, adolescent-friendly care, and emergency response.
6. Quality Assurance & Ethical Compliance
- Ensure compliance with ethical and child protection protocols.
- Maintain confidentiality and safe healthcare practices for adolescents.
- Support medical documentation and clinical audits.
7. Data Review & Reporting
- Review medical reports, camp data, referral records, and screening outcomes.
- Coordinate with programme and MIS teams for analysis and reporting.
- Support preparation of donor reports and health impact documentation.
Required Qualifications
- MBBS mandatory
- MD Community Medicine / Public Health / Family Medicine preferred
- Registration with State Medical Council mandatory
Experience
- Minimum 3 to 5 years of experience in:
- Public health programmes
- Community outreach
- School health
- Preventive healthcare
- Rural health systems
- Experience managing outreach camps and multi-district programmes preferred.
