Job Summary:
Ensures compliance with federal standards on education, child health, and development, safety, and nutrition including eligibility, recruitment, selection, enrollment, and attendance in the program.
Job Duties:
Assures that assigned center(s) meet all regulations governing center operations, including; CACFP, State Licensing, Cherokee Nation Environmental Health, Risk Management, and Head Start Performance Standards. Supervises classroom staff, plans, coordinates, and implements all content areas. Develops, implements and maintains a plan for recruiting, enrolling and serving children including those with special needs. Coordinates with appropriate personnel an Individualized Education Plan (IEP or Individual Learning Plan (ILP) for each child including those with special needs. Performs on-site reviews of records and files; performs health and safety checks on facilities and playgrounds.Travels to the assigned center(s) regularly to conduct on-site reviews of operations and submit written reports. Establishes and maintains a record keeping, documentation, and service tracking system for the program. Develops and oversees the implementation of a referral system for children requiring further evaluation. Assures integration of content areas with appropriate agencies, programs, and committees. Must fill ratio as a classroom teacher as needed or requested. Writes and administers 90 days, 180 day and yearly evaluations of all staff assigned. Interviews and selects staff to fill vacancies. Plans coordinates and provides training to all teaching staff through in-service workshops and working with staff in the classroom. Assures and assesses the need for CDA and Early Childhood Certification for all staff. Other duties may be assigned.
SUPERVISORY RESPONSIBILITIES
Directly supervises 5-20 employees in the Early Childhood Unit. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
Qualifications:
EDUCATIONAL REQUIREMENT
Bachelor’s degree from four-year college or university in Early Childhood Education, Child Development or a closely related field; or six years related experience; or equivalent combination of education and experience.
EXPERIENCE REQUIREMENT
An additional two years experience required.
COMPUTER SKILLS
An individual should have knowledge of Database software; Spreadsheet software and Word Processing software.
CERTIFICATES, LICENSES, REGISTRATIONS
Must possess a valid driver's license with a driving history verified through a motor vehicle report that meets requirements for Cherokee Nation underwriting rating. Must obtain within three (3) months of employment a physical and TB test and maintain annually thereafter. Must obtain proper automobile insurance coverage, Food Handler's Card, CPR Certification and First Aid Certification within three months of employment.
OTHER QUALIFICATIONS
Employee must not and will not be under sanction by the United States Department of Health and Human Services Office of the Inspector General (OIG) or by the General Services Administration (GSA) or listed on the OIG’s Cumulative Sanction Report, or the GSA’s List of Excluded Providers, or listed on the OIG’s List of Excluded Individuals/Entities (LEIE).
Must meet and maintain pre-employment and periodic background investigation and adjudication for child care.
PHYSICAL DEMANDS
While performing the duties of this Job, the employee is regularly required to use hands to finger, handle, or feel; talk or hear and taste or smell. The employee is frequently required to stand; walk and stoop, kneel, crouch, or crawl. The employee is occasionally required to sit and climb or balance. The employee must regularly lift and /or move up to 10 pounds, frequently lift and/or move up to 25 pounds and occasionally lift and/or move up to 50 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus.
WORK ENVIRONMENT
While performing the duties of this job, the employee is occasionally exposed to wet and/or humid conditions; moving mechanical parts; toxic or caustic chemicals and outside weather conditions. The noise level in the work environment is usually moderate.
