The Senior Project Manager leads the most complex affordable housing development projects within Housing & Economic Development. This role manages multiple projects simultaneously from feasibility through construction completion and occupancy. Responsibilities include advanced financial structuring, multi‑layered funding coordination, entitlement management, and cross‑departmental collaboration. The Senior Project Manager mentors Project Managers and represents CCF in high‑profile public settings such as city council meetings, planning commissions, and public hearings.

Lead complex development projects, including multi‑phase or politically sensitive initiatives.

Manage feasibility, acquisition, entitlements, financing, design, construction, lease‑up, and close‑out.

Prepare and refine financial models, proformas, budgets, and analyses.

Coordinate consultants, architects, attorneys, engineers, contractors, and other team members.

Structure and negotiate financing packages (LIHTC, tax‑exempt bonds, HUD, HOME, AHP, etc.).

Prepare loan, grant, and subsidy applications; negotiate terms with lenders and investors.

Represent CCF in public hearings, community meetings, and engagements with elected officials.

Serve as senior liaison between Project Management/Project Development and internal departments.

Mentor and provide technical guidance to Project Managers.

Oversee due diligence, escrow instructions, appraisals, environmental reports, and loan documents.

Ensure accurate documentation and transfer of project information to Accounting, Asset Management, and Property Management.
No formal direct reports. Provides functional leadership, mentorship, and project‑specific oversight to Project Managers and support staff.
