Duties
Develops national policies and procedures to support and assure appropriate State implementation of the rules and processes governing Medicaid, CHIP, and BHP coverage.,Directs development and implementation of policies and procedures aimed at facilitating the states' ability to support access to covered services for eligible individuals.,Directs development and implementation of policies and procedures aimed at facilitating the states' ability to support accurate and efficient enrollment process and accurate eligibility determinations.,Manages the development and implementation of Medicaid, CHIP, and BHP quality measurements and improvement strategies.,Establishes policy and manages contracts and grants related to improving health outcomes including administration of outreach and enrollment grants and quality initiatives.,Develops and implements policy and outreach to those eligible for Medicaid, CHIP, and BHP, including sensitive populations and coordinates activities with other HHS components and federal agencies.

TECHNICAL QUALIFICATIONS (TQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications. TQ 1: Expertise in leading the development, implementation, and oversight of statutory and regulatory frameworks for Medicaid, CHIP, and BHP. Demonstrated ability to interpret and apply complex legal authorities, issue authoritative policy determinations, and resolve emerging policy issues. Skilled in collaborating with senior internal and external stakeholders on high-profile, often sensitive matters to ensure compliance, align legal interpretations with program objectives, and promote program integrity. Proven capability to lead resolution of complex programmatic, regulatory, and operational challenges to achieve effective oversight and performance outcomes. TQ 2: Demonstrated tenured expertise in analyzing and applying complex, evolving statutory and regulatory frameworks-often without clear precedent-to make authoritative determinations that guide organizational decision-making, inform resolution of related issues, and shape Medicaid policy with nationwide impact. Proven experience designing, implementing, and overseeing enterprise-wide processes for advising senior leadership and external stakeholders on complex Medicaid, CHIP, and BHP policy matters. EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. ECQ 3: Merit and Competence - This core qualification involves the demonstrated knowledge, ability and technical competence to effectively and reliably produce work that is of exceptional quality. ECQ 4: Leading People - This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable. ECQ 5: Achieving Results - This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors. Note: If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs. Instead, you should attach proof (e.g., SF-50, Certification by OPM's SES Qualifications Review Board (QRB)) of your eligibility for noncompetitive appointment to the SES.
