Role Summary :
The Business Development Manager – GIS Services will drive revenue growth by identifying, pursuing, and closing government contracts for our drone-based GIS solutions. This role demands a deep understanding of government resource allocation, procurement cycles, and policy frameworks. You will act as the strategic bridge between our technical capabilities and government stakeholders, translating policy priorities into actionable business opportunities.
Key Responsibilities:
1. B2G Sales & Opportunity Identification:
- Identify and map potential government clients, including central ministries (e.g., Ministry of Agriculture, Ministry of Jal Shakti, Ministry of Rural Development, Ministry of Urban Development, Survey of India, State Remote Sensing Application Centres, etc.).
- Monitor government e-tendering portals, GeM (Government e-Marketplace), and state-level procurement platforms to identify relevant GIS and drone service tenders.
- Develop a robust pipeline of opportunities across urban planning, agriculture, land records, forestry, disaster management, and infrastructure monitoring.
2. Policy Interpretation & Strategic Alignment:
- Continuously analyze government policies, schemes (e.g., Digital India, Smart Cities Mission, SVAMITVA, PMKSY, etc.), and budget allocations that impact GIS and drone services.
- Translate policy intent into value propositions that align our GIS offerings with government priorities.
- Advise internal teams on emerging policy trends to shape service offerings and pre-position the organization for upcoming opportunities.
3. Government Resource Allocation & Budget Mapping:
- Understand the budgetary cycles of central and state government departments (plan vs. non-plan expenditure, centrally sponsored schemes, etc.).
- Map department-wise budget allocations for geospatial technology, drone surveys, and GIS implementation.
- Identify underutilized funds or new scheme allocations that can be tapped for our services.
4. Lead Generation & Networking:
- Build and nurture relationships with key decision-makers in government departments, including Secretaries, Directors, Chief Engineers, and Project Directors.
- Represent the organization at government conclaves, industry forums, and stakeholder workshops to generate leads and establish credibility.
- Leverage existing networks and proactively build new connections within the bureaucracy, public sector, and political executive where relevant.
5. Solution Pitching & Proposal Development
- Lead the end-to-end bid management process: from pre-bid consultations, understanding tender specifications, to preparing high-quality technical and financial proposals.
- Deliver compelling presentations and demonstrations to government committees, showcasing the impact of our GIS solutions.
- Collaborate with the technical team to design customized proposals that address specific departmental challenges (e.g., crop yield estimation, asset mapping, urban planning GIS, etc.).
6. Stakeholder Management & Relationship Governance
- Act as the single point of contact for government clients post-award, ensuring seamless execution and client satisfaction.
- Manage contract negotiations, renewals, and amendments.
- Cultivate long-term relationships to secure repeat business and multi-year framework agreements.
7. Cross-Functional Coordination
- Work closely with the GIS operations, legal, and finance teams to ensure compliance with government contract requirements (e.g., security clearances, data sharing protocols, milestone-based billing).
- Provide market intelligence to the product/technology team to refine service offerings based on government feedback.
8. Reporting & Discipline
- Maintain a disciplined CRM discipline with detailed tracking of government engagements, tenders, and pipelines.
- Submit weekly reports on active opportunities, upcoming tenders, conversion ratios, and revenue forecasts.
- Ensure strict adherence to government compliance, documentation, and ethical sales practices.
Qualifications & Experience:
- Education: Bachelor’s degree in Business, Geospatial Sciences, Engineering, or Public Policy. MBA preferred.
- Experience: 4-5 years of experience in B2G / government sales, preferably in GIS, drone services, remote sensing, or IT/ITeS sectors.
- Proven Track Record: Demonstrated success in winning government tenders (preferably GeM, state-level, or central ministry contracts) with ticket sizes above [insert threshold].
- Domain Knowledge: Strong understanding of GIS concepts, drone survey applications, and geospatial data products.
- Networking: Established relationships with government departments (e.g., Revenue, Agriculture, Urban Development, Water Resources) will be a distinct advantage.
Skills:
- Excellent written and verbal communication, including proposal writing and presentation skills.
- Strong analytical ability to interpret policy documents and tender requirements.
- Ability to work under pressure and meet tight submission deadlines.
- Willingness to travel extensively for client meetings and pre-bid conferences.
