ROLE OVERVIEW
Unthinkable Solutions is seeking a sharp, commercially aware Business Consultant to anchor our Government Pre-Sales practice. This role sits at the intersection of bid strategy, solution consulting, and client engagement — responsible for converting government tender opportunities into qualified, compliant, and compelling submissions that win. You will be the engine behind our end-to-end bid cycle, from opportunity discovery on GeM and CPPP portals to post-submission clarification and reverse auction support.
The ideal profile combines the rigour of a Business Analyst with the persuasive craft of a Proposal Writer and the strategic instinct of a Solutions Consultant. You will work directly with delivery leads, architects, legal, and finance teams to orchestrate responses that are technically credible, commercially sound, and fully compliant with government procurement norms — including CERT-In, NIC, and DPDP-aligned requirements.
KEY RESPONSIBILITIES
1. Tender Discovery & Bid Strategy
- Help Business Development team to identify relevant opportunities from GeM, CPPP, eProcure, state portals, and tender aggregators across IT services, software, and digital transformation verticals.
- Conduct structured bid/no-bid analysis — evaluating eligibility criteria, competitive landscape, margin potential, delivery risk, and strategic fit before committing resources.
- Build and maintain a live tender pipeline tracker with status, timelines, evaluation weights, and internal ownership.
- Coordinate pre-EMD and document verification with legal and finance for time-bound portal submissions.
2. RFP / RFI / RFQ Interpretation & Requirement Breakdown
- Perform deep-dive analysis of tender documents — dissecting scope of work, technical specifications, eligibility criteria, SLAs, evaluation matrices (technical + financial), and commercial terms.
- Translate complex government procurement language into structured internal briefs for solutioning, architecture, and delivery teams.
- Flag ambiguities, contradictions, and compliance risks early.
- Prepare pre-bid clarification queries for portal submission.
- Attend or coordinate pre-bid meetings, client walkthroughs, and technical clarification sessions.
3. Proposal Creation — Technical, Functional & Compliance
- Own end-to-end proposal development: executive summary, technical approach, solution architecture narrative, team credentials, CVs, past performance, and compliance checklists.
- Prepare compliance/deviation matrices, BOQ/BOM, SLA response sheets, and annexures with precision and zero ambiguity.
- Structure technical write-ups in alignment with Government of India standards (GIGW, WCAG etc).
- Collaborate with solution architects and SMEs to build response content that is technically defensible and client-facing in quality.
4. Solutioning Support
- Participate actively in solutioning workshops — contributing to functional and technical solution design for RFP-specific requirements.
- Understanding of solution architecture elements (cloud, API integrations, AI/ML components, infra) in business-friendly language within proposals.
- Support effort estimation and resource planning in partnership with delivery leads and architects.
- Develop client-ready presentation decks and demo scripts for pre-bid presentations or client visits.
5. Stakeholder Coordination & Governance
- Drive internal bid governance — bid kick-off, review gates, sign-off workflows, and final submission coordination across teams.
- Align commercial and delivery stakeholders on scope boundaries, assumptions, and exclusions before submission.
- Maintain a RACI-driven bid calendar ensuring zero missed deadlines across pre-bid queries, EMD submission, and proposal upload.
6. Post-Submission Support
- Manage post-submission queries, clarification requests from government clients, and negotiation support.
- Support reverse auction preparation — pricing floors, competitive intelligence, and real-time strategy inputs.
- Capture bid outcomes, win/loss learnings, and incorporate insights into content library and future strategy.
7. Content & Knowledge Management
- Build and maintain a reusable proposal content library — boilerplate responses, credential write-ups, architecture diagrams, compliance templates, and case studies.
- Standardise proposal templates across government and enterprise bid types for consistency and turnaround speed.
- Contribute to account intelligence — identify upsell/cross-sell triggers in existing government accounts.

PREFERRED EXPERIENCE
Must Have
- 3 to 5 years in Pre-Sales, Bid Management, or Business Analysis within an IT services / consulting / product organisation.
- Demonstrated experience responding to government tenders — at least 10+ submitted bids across central or state procurement portals.
- Hands-on familiarity with GeM and CPPP portal workflows — seller registration, bid submission, document upload, and clarification management.
- Strong written and verbal skills in English to produce client-ready, structured proposal content independently.
- Proficiency in MS Word, PowerPoint, and Excel for document creation, formatting, and data handling.
Good to Have
- Exposure to government compliance frameworks: CERT-In empanelment etc
- Familiarity with BA artefacts: BRD, FRD, user stories, AS-IS/TO-BE process flows, and wireframes.
- Familiarity with Web & Mobile Technologies, AI/ML, digital platforms, or enterprise integrations.
- Experience working with CRM tools or proposal automation platforms.
QUALIFICATIONS
- Bachelor's degree in Engineering, Computer Science, Business Administration, or a related field.
- MBA / PGDM in Strategy, Marketing, or Business Analytics is a plus.
