About the role

Burns & McDonnell’s Environmental Services (ENS) Global Practice in Kansas City is actively seeking a Routing & Siting Project Manager to support, manage, and develop business for electric transmission line routing studies, environmental surveys, National Environmental Policy Act (NEPA) analysis, and land use planning/permitting services. The candidate should have an established and successful history of managing and leading tasks for both small and large-scale projects, including but not limited to assisting with proposals and cost estimates, executing and overseeing every level of project tasks, and assisting with developing strategic marketing plans. The successful candidate should be a subject matter expert, and technical lead and author on environmental studies and analyses to support applications for certificates of convenience and necessity pursuant to authorization from various state public utility commissions and boards. Candidates with demonstrated experience providing expert testimony are strongly preferred. Other areas of expertise may include NEPA analysis, resource impact assessment and consultation, and land use planning. This position also includes managing multidisciplinary teams in the development of permit applications and analyzing environmental data supporting the development of environmental documents and studies for various types of projects, including high-voltage transmission lines, renewables, power generation construction activities, and gas transmission. The Environmental Routing & Siting Project Manager will work within our ENS Global Practice to perform the following primary duties:

  • Project management, team leadership, and mentoring of junior staff.

  • Prepare routing studies and evaluations pursuant to regulatory requirements for applicable state applications.

  • Prepare environmental studies/evaluations, impact analysis, and NEPA documentation for projects serving a variety of markets.

  • Conduct pre-application meetings with jurisdictions, interact effectively with county and local officials, prepare and submit land use permits, and prepare material for public open houses and public outreach.

  • Work independently and demonstrate a high level of competence in the area of technical report writing related to NEPA compliance, as well as other types of technical reports and regulatory (Federal, state, local) permitting documents.

  • Work with clients, resource agencies, and environmental and technical staff to prepare environmental documents and related technical studies.

  • Develop, cultivate, and strengthen existing and new client relationships.

  • Other duties as assigned.


  • Bachelor Degree in engineering, construction management or related degree from accredited program and 7 years required. 
  • Professional experience in a wide variety of areas ranging from leading and managing technical teams, project management, business development, and the ability to effectively balance direct and indirect utilization rates is preferred. 

  • Specific demonstrated experience supporting and acquiring CCN certificates for electric transmission line projects.

     

  • Experience with resource and regulatory agencies preferred. Local and regional knowledge and relationships with industry and regulatory agencies is preferred.

     

  • Ability to clearly communicate both verbal and written technical information and work effectively with various audiences (including public officials, agency representatives, property owners, businesses, clients, construction contractors, etc.).

     

  • Solid time management and follow-through skills, with the ability to simultaneously work on and manage multiple tasks/projects with tight deadlines.

  • Excellent written and verbal communication skills.
  • Strong analytical and problem-solving skills, and attention to detail.
  • Ability to thrive in a fast-paced, demanding work environment, ability to work overtime on short notice.
  • Excellent computer skills and proficiency using Microsoft Office
  • Ability to work collaboratively with others (owners, contractors, engineers, designers) in a multi-disciplined project team environment to resolve design or drawing issues as appropriate and to accomplish objectives.
  • Strong experience with document control, scheduling, cost control and project management software
