About the Department

General Summary: The SOC Surveillance Manager leads the Security Operations Center (SOC) and oversees the planning, coordination, and execution of digital security monitoring operations to protect BREC facilities, assets, and the public. This role is responsible for assessing risk, identifying security vulnerabilities, and implementing mitigation strategies through effective use of personnel, processes, and security technologies, including surveillance, access control, and fire systems. The position directs the SOC operations, manages staff and infrastructure, and ensures consistent monitoring, coordination, and response to security and public safety needs. The SOC Surveillance Manager coordinates with internal departments and external law enforcement partners to support events, enforce applicable laws and codes of conduct, and address security incidents and complaints. Work is performed under the general direction of the Senior Risk Manager and requires independent judgment in responding to routine and emergency situations, some of which may involve personal risk.

Position Duties

Education Required: High school diploma or Equivalent
Preferred: Bachelor's degree from an accredited college or university


Area of Study (Major) Required: Criminal Justice, Computer Technology, or closely related
Certification(s) Preferred: Physical Security Professional (PSC) or Certified Protection Professional (CPP) 
License(s) Required: Valid LA driver's license

Years Relevant Work Experience: Five (5) years of security-related experience, including security/alarm monitoring, call center operations, fire life safety, or public safety. At least two (2) years in a supervisory capacity. Equivalent combination of education and experience will be considered
Preferred: 10 or more years related experience.

Knowledge, Skills, and Abilities:
  • Ability to detect irregular behavior, threats, and suspicious patterns using multi-screen video walls; maintain attention to detail during long periods of monitoring.
  • Knowledge of departmental policies, procedures, ordinances, and Standard Operating Procedures (SOPs) governing park operations, public conduct, employee responsibilities, and life safety.
  • Knowledge of physical security operations, including incident monitoring, basic risk assessment, and emergency response principles.
  • General familiarity with security systems such as closed-circuit television (CCTV), access control systems, fire and life safety alarms, and related incident reporting tools.
  • Ability to supervise, plan, train, assign, coordinate, and evaluate the work of subordinate SOC staff.
  • Ability to provide leadership, direction, and oversight in SOC activities.
  • Ability to observe, assess, and analyze situations objectively and make sound decisions in routine and emergency situations.
  • Ability to respond quickly and calmly to security incidents or emergencies while recognizing and respecting the rights of individuals and groups using agency facilities.
  • Ability to communicate clearly and effectively, both orally and in writing, including the preparation of accurate reports, logs, and documentation.
  • Ability to explain agency rules, regulations, policies, and safety requirements to staff, patrons, and the general public in a professional manner.
  • Ability to establish and maintain effective working relationships with employees, departmental leadership, law enforcement agencies, vendors, community groups, and the public.
  • Ability to coordinate and share information with management regarding operational needs, incidents, deficiencies, personnel performance issues, or safety concerns in a timely manner.
  • Ability to perform supervisory and enforcement duties in an ethical, fair, and unbiased manner.
  • Ability to operate a motor vehicle safely in the performance of job duties.

Minimum Qualifications

Essential Functions and Duties:

  • Plan, direct, and oversee Security Operations Center (SOC) functions to ensure the safety and security of BREC facilities, assets, staff, and patrons.
  • Develop and implement short- and long-term strategies and operational goals for park and facility security aligned with organizational priorities.
  • Oversee SOC staffing, scheduling, and daily operations to ensure continuous coverage and effective response capabilities.
  • Develop, maintain, and enforce SOC policies, Standard Operating Procedures (SOPs), and escalation protocols.
  • Provide leadership, mentoring, and performance management for SOC supervisory staff.
  • Coordinate with departmental leadership, internal stakeholders, and external partners, including law enforcement and emergency response agencies, to ensure effective service delivery.
  • Manage vendor relationships, contractors, and technology partners supporting security operations.
  • Ensure SOC infrastructure, including surveillance systems, access control, fire life safety systems, software, and communication platforms, operates effectively and efficiently.
  • Establish, monitor, and evaluate performance metrics and operational benchmarks for SOC activities.
  • Review incident, operational, and performance data to identify trends, risks, and opportunities for continuous improvement.
  • Prepare and deliver executive-level reports and security performance metrics as required.
  • Ensure reporting staff comply with applicable policies, procedures, and documentation standards.
  • Manage operational timelines, project deliverables, expenditures, payroll oversight, and budgetary controls in accordance with approved scope and resources.
  • Interview, recommend, and participate in personnel actions, including hiring, discipline, and termination, in coordination with departmental policies and leadership.
  • Supervise, assign work to, schedule, and evaluate the performance of assigned staff.
  • When necessary, conduct or support patrols of parks, recreation centers, maintenance yards, undeveloped property, and other department-operated facilities to assess security conditions.
  • Ensure accurate, timely completion and review of incident reports, logs, and operational documentation.
  • Coordinate work activities and share critical information with other departments to support events, operations, and emergency response.
  • Report criminal or unauthorized activities to appropriate law enforcement agencies and assist with investigations as required.
  • Ensure staff receive appropriate training on park procedures, SOC operations, safety equipment, and security systems.
  • Investigate complaints or reports of suspicious, criminal, or unsafe activities and ensure appropriate response measures are taken.
  • Advise patrons and visitors on applicable laws, ordinances, rules, and regulations governing park and facility use in a professional and positive manner.
  • Perform all duties in a fast-paced environment that may involve high stress, critical decision-making, and emergency response situations.

Other Qualifications

Typically scheduled for up to 40 hours per week with flexible hours. Some weekend, early morning, or late evening work may be required. During peak seasons, hours may exceed 40 per week.
