Job Description: Billing Engineer (Infra Project)
The Billing Engineer will be responsible for end-to-end quantity measurement, billing, and cost control for railway/infrastructure projects. The role involves ensuring accurate certification of work executed, compliance with contract conditions, and timely preparation of bills and claims.
Measurement & Quantity Take-Off
- Prepare BOQ-based quantity take-offs and reconciliation statements
- Ensure measurement records are maintained as per contract requirements
Billing & Invoicing
- Prepare RA Bills and Final Bills as per contract provisions
- Ensure billing compliance with item rate / EPC / lump sum contracts
- Track billed vs certified vs received payments
Rate Analysis & Costing
- Prepare rate analysis for extra items / non-BOQ works
- Monitor project cost against executed quantities and also support budgeting and cost control functions
Documentation & Record Keeping
- Maintain Measurement Books (MB), abstracts, and billing register and ensure proper documentation for audit and contractual compliance
- Keep systematic records of approved, pending, and disputed bills
- Track approved vs pending bills
Variations & Claims
- Ensure proper documentation for audit and contractual compliance
- Prepare and submit variation claims
- Support contract/claims team in disputes/arbitration matters.
Required Skills
- Strong knowledge of BOQ items (earthwork, track, bridges/earth-retaining structures/RUBs)
- Familiarity with Government tenders and billing procedures
- Proficiency in:
- Microsoft Excel (advanced)
- ERP systems
- AutoCAD (basic understanding)
Qualifications
- B.E. / B.Tech. in Civil Engineering (PG/Masters will be an added advantage)
- 4-6 years’ experience (railway/infra projects preferred)
