Bid & Proposal Manager – Government & Enterprise

Role Overview
As a Bid & Proposal Manager – Government & Enterprise at TrustGrid, you will operate at the intersection of business strategy, technical depth, and persuasive communication. This role is central to how TrustGrid wins government and enterprise mandates.
You will be responsible for crafting compelling bids and proposals in response to RFPs, EOIs, and tenders issued by government departments, ministries, and large enterprises. This is not just a writing role — it demands the strategic thinking of a sales professional, the precision of a technologist, and the clarity of a business consultant. You must be able to position TrustGrid's offerings with a strong value proposition, articulating the business benefits and ROI for the client while simultaneously delivering technically credible content that satisfies evaluation committees.
You will also lead documentation of complex networking and 5G core architectures, produce business and functional requirement documents, and act as a bridge between engineering, product, sales, and leadership teams.
Key Responsibilities
1. Government & Enterprise Proposal Writing (Primary Focus)
This is the most critical responsibility of the role. You will own the end-to-end process of responding to formal procurement exercises issued by government bodies and large enterprises:
- Lead and manage responses to RFPs (Request for Proposals), EOIs (Expressions of Interest), RFIs, and tender documents from government departments, ministries, PSUs, and large enterprise clients
- Study and interpret complex tender documents, eligibility criteria, technical specifications, and evaluation frameworks to develop winning bid strategies
- Position TrustGrid and its platform offerings with a clear, differentiated value proposition — articulating how our solutions address the client's specific pain points, strategic objectives, and compliance requirements
- Translate technical capabilities (APIs, 5G core integration, secure connectivity, middleware) into business-language narratives that resonate with procurement committees, IAS-level decision makers, and C-suite evaluators
- Develop compelling executive summaries, solution overviews, and benefit realization frameworks that communicate ROI and strategic fit
- Write technically detailed sections covering solution architecture, implementation methodology, SLAs, security posture, and integration approach — ensuring accuracy and evaluator confidence
- Collaborate with Sales, Leadership, and Engineering to align bid strategy with commercial goals and technical feasibility
- Maintain a library of reusable proposal content, case studies, capability statements, and past performance references
- Ensure all submissions are compliant, on time, and present TrustGrid as the most credible and capable partner
2. Technical Documentation & Writing
- Create and maintain comprehensive documentation for 5G core systems, networking architecture, and platform capabilities
- Translate complex concepts (Open5GS, BGP, WireGuard, failover logic) into clear documentation and guides
- Develop SOPs, user manuals, knowledge base articles, and system documentation
- Document system workflows, architecture diagrams, and integration flows
3. Business Analysis & Requirements
- Gather, analyze, and document business and functional requirements from stakeholders
- Create PRDs, BRDs, and functional specifications in collaboration with engineering and product teams
- Translate business needs into clear, actionable technical deliverables
- Ensure alignment between business requirements and technical implementation
4. API & Integration Documentation
- Prepare API documentation, integration guides, and technical specifications
- Document Node.js-based management APIs and telemetry systems
- Support internal and external teams with clear integration documentation
5. Networking & Telecom Documentation
- Document networking concepts including IP routing, BGP, OSPF, VPNs, and tunneling
- Support documentation for 3GPP 5G Core (5GC) architecture and Open5GS deployments
- Describe Auto-PACE failover logic and distributed system behaviors
6. Cross-Functional Collaboration & Stakeholder Communication
- Work closely with Engineering, Product, Sales, and Leadership teams
- Act as a bridge between technical and business stakeholders across complex pursuits
- Communicate complex technical information clearly to diverse audiences — from engineers to ministry officials
- Support client discussions with clear documentation, presentations, and artifacts
Qualifications & Skills
Must Have
- 8–12 years of experience in Technical Writing, Business Analysis, or Techno-Functional roles
- Demonstrated experience writing and winning government RFPs, EOIs, and tenders — for departments, ministries, or PSUs — with measurable outcomes (bids won, shortlisted proposals)
- Strong ability to position solutions commercially — crafting value propositions, benefit narratives, and executive-level summaries that speak to business and policy outcomes, not just technical specs
- CCNA/CCNP certifications and deep understanding of 3GPP 5GC architecture (AMF, SMF, UPF, etc.)
- Solid understanding of networking concepts: BGP, OSPF, VPNs, routing, tunneling
- Experience creating PRDs, BRDs, SOPs, and technical documentation
- Ability to understand APIs, backend systems, and distributed architectures
- Excellent written, presentation, and stakeholder communication skills
Good to Have
- Familiarity with Open5GS or similar open-source 5G core platforms
- Experience with identity protocols: OAuth2, OIDC, or SAML
- Background in applied cryptography (PKI, TLS, AES)
- Knowledge of Zero-Trust Network Access (ZTNA) architecture
- Exposure to blockchain platforms (Ethereum, Hyperledger)
