About the Department

Beltrami County is creating an eligibility list for a full-time, benefited Public Health Technician. The current position is in the Public Health department assisting WIC, child and teen checkups, MCH family home visiting, immunizations, client health screens, scheduling appointments, assisting with billing, and providing clerical support for the professional staff.

Performs technical work determining eligibility for public health programs, interpreting related policy and procedure, performing various public health services, answering telephones, and related work as apparent or assigned. Work is performed under the moderate supervision of the Public Health Program Manager.   

Preferred hiring salary range is $21.90 to $23.93 per hour with a full range of $21.90 to $27.73 per hour. Placement depends on factors such as qualifications, internal equity, market conditions, and applicable policy guidelines.

Education and Experience
Minimum requirements are:

  • High School Diploma or GED.
  • One year or more of experience working in a medical facility using computers.
  • Valid MN driver’s license

Essential Functions

  • Determines eligibility for the WIC program by collecting and verifying client income, ID and residence; remains knowledgeable regarding associated rules and regulations; completes pre-visit health screens; enters client data in software. 
  • Prepares paperwork and collects urine specimens, sweat patches, and hair follicles from donors; analyzes and inputs drug testing information in electronic tracking system and submits for confirmation. 
  • Communicates with various stakeholders regarding client chemical dependency assessments; assesses need for client crisis intervention, schedules clients with assessor or refers to appropriate agency.
  • Prescreens clients for immunizations; reviews immunization records, determines vaccination schedules; verifies eligibility and pay source; enters immunization data.
  • Schedules child and adolescent physicals; creates and maintains charts; determines billing source; verifies immunization records.
  • Teaches child passenger safety classes to daycare and foster care providers, and adoptive parents; recertifies as instructor bi-annually.
  • Records billing information; collects and deposits fees for services provided and determines billing sources.
  • Provides customer service in person and on the phone, including walk-in traffic. 
  • Coordinates emergency management services including preparing and implementing vaccination clinics, determining eligibility, contact tracing, and testing. 
  • Sets up community booths and promotes services provided by Public Health/Family Health; organizes, attends, set ups, and participates in community health fairs and outreach booths.

General knowledge of public health programs and procedures; general knowledge of the principles and practices of public social service organizations; skill in verbal communication; ability to analyze facts and exercise sound judgment in arriving at conclusions; ability to communicate complex ideas effectively, orally and in writing; ability to prepare clear and concise reports; ability to establish and maintain effective working relationships with clients, associates, and the general public.

Physical Requirements
This work requires the occasional exertion of up to 10 pounds of force; work regularly requires sitting, speaking or hearing and using hands and fingers, frequently requires repetitive motions and occasionally requires standing, walking, stooping, kneeling, crouching or crawling, reaching with hands and arms and lifting; work requires close vision, distance vision, ability to adjust focus, depth perception, color perception and peripheral vision; vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly or quickly; hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound; work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, using of measuring devices, operating machines, operating motor vehicles or equipment and observing general surroundings and activities; work occasionally requires exposure to blood borne pathogens and may be required to wear specialized personal protective equipment; work is generally in a moderately noisy location (e.g. business office, light traffic).
