About the Department

Beltrami County is creating an eligibility list for a full-time, benefited Economic Assistance Program Manager. The successful applicant will supervise Income Maintenance staff, assisting in resolving case problems and reviewing cases to ensure compliance with federal and state regulations. Applicant must have a thorough knowledge of MN economic assistance programs such as MFIP, child support, food support, MN health care program, child care subsides, etc.

Performs administrative work providing leadership, coordination, and supervision of assigned teams, contributing and overseeing a smooth service process flow through the unit and quality of service, developing policies and procedures, compiling data for reporting, and determining eligibility for food/financial assistance. Work is performed under the limited supervision of the Economic Assistance Division Director.

Preferred hiring salary range is $37.00 to $40.42 per hour with a full range of $37.00 to $46.87 per hour. Placement depends on factors such as qualifications, internal equity, market conditions, and applicable policy guidelines.

Position Duties

Minimum Requirements Are:
  • Bachelor's degree in business management, human services, counseling, behavioral sciences such as psychology, sociology, social work, etc. or related field. 
    OR
    A substitution of education and work experience may qualify: Eight years of related work experience may be substituted for a Bachelor’s degree; four years of related work experience and an Associate's degree in a related field may be substituted for a Bachelor's degree. 

AND 

  • Three years of work experience in employment services, workforce development, public assistance programs, business management, human services, or non-profit management. 
  • Valid MN driver’s license.

Essential Functions

  • Manages team; hires, trains, supervises, monitors, mentors, evaluates and directs staff.
  • Develops work methods, policies and procedures; implements work efficiencies; manages staff and operation conflicts.
  • Analyzes, evaluates, proofs, modifies and develops team work product or County plans for implementation, all work procedures involved in the administration of mandated and non-mandated assigned programs. Develops and modifies business model in concurrence with Division Director. Implements policies within Federal, State and County regulations.
  • Manages all team activities and coordinates efforts with post secondary training partners, local business leaders and other partners as necessary.
  • Receives and addresses incoming inquiries, complaints, or suggestions.
  • Serves as a liaison between other service provider groups and consults internal supervisors to coordinate activities for a cohesive environment. Plays an active role in the Leadership Team in Health and Human Services.
  • Compiles facts and statistics and prepares reports. Makes special studies and surveys as required. Provides and presents management information to County Board and agency administration. Meets with community or professional groups to explain programs.
  • Reviews and interprets appropriate program rules and regulations. Responds to client concerns and makes decisions regarding clients' emergency situations not clearly covered by program regulations.

Knowledge, Skills and Abilities
Thorough knowledge of the local, state and federal principles, methods, techniques, manuals, policies, practices and procedures of public assistance; thorough knowledge of supervisory principles and practices; comprehensive skill operating standard recordkeeping software; comprehensive skill using standard office software and applicable hardware and software; comprehensive skill using standard database software; ability to make arithmetic computations using whole numbers, fractions and decimals; ability to compute rates, ratios and percentages; ability to supervise and direct the work of others; ability to maintain policy according to changing dynamics in the local, state and federal rules or regulations; ability to handle a caseload and maintain applicable paperwork; ability to analyze facts and to exercise sound judgment in arriving at conclusions; ability to delegate authority and to plan, train and supervise technical work; ability to communicate complex ideas effectively, both orally and in writing; ability to prepare clear and concise reports; ability to establish and maintain effective working relationships with clients, associates and the general public.

Physical Requirements
This work requires the occasional exertion of up to 25 pounds of force; work regularly requires sitting and using hands to finger, handle or feel, frequently requires speaking or hearing and repetitive motions and occasionally requires standing, walking, reaching with hands and arms, pushing or pulling and lifting; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly or quickly; hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound; work requires preparing and analyzing written or computer data and observing general surroundings and activities; work has no exposure to environmental conditions; work is generally in a moderately noisy location (e.g. business office, light traffic).
