This is routine and skilled work that requires some discretion in prioritizing and executing a variety of tasks. Position requires daily contact with the public, and other employees. Operates heavy equipment, maintains grounds, collects litter, separates recyclable materials, operates baling equipment, manages tires/electronics recycling, and manages household hazardous waste. Serves as an equipment operator, and a backup scale house attendant. This position works mostly at the Waste Management Facility and is required to be outside in all weather conditions and includes working during snow removal activities. Facility personnel work most holidays and on week-ends under a rotating schedule. The job is physically demanding. Work is performed under the regular supervision of the Solid Waste Facility Manager.
Essential Duties & Responsibilities:
Operates heavy equipment.
Sorts recyclables in the County's Material Recycling Facility.
Operates baling and sorting equipment.
Sorts and palletizes electronics recyclables.
Loads waste tires for recycling/disposal.
Sorts and stores Household Hazardous Waste.
Assists public with unloading and sorting waste materials. Answers questions and
handles complaints.
Maintains front entrance and internal access roads in a neat and clean condition.
Collects litter within and along roads adjacent to the facility.
Cuts grass with tractor, lawnmower and weed eater; rakes/blows leaves from grass.
Maintains wood waste in a neat and orderly manner.
Serves as a backup scale-house attendant.
Periodically performs physical inspections of the waste stream for hazardous material.
Directs traffic to tipping floor, recycle building, landfill and/or office.
Occasionally responds to maintenance needs at the County's recycling
and collection centers.
Routinely operates hand tools and tractor-size equipment.
Accomplishes all tasks as appropriately assigned or requested by management.
Participates in employee meetings and training as needed.
Performs special projects as assigned.
Meets attendance requirements and maintains the highest level of dependability.
Consistently demonstrates ability to respond to changing situations in a flexible
manner in order to meet current needs, and reprioritizes work as necessary.
Education/Experience:
Any combination of education and experience equivalent to a high school diploma or general education degree (GED).
Demonstrated experience in solid waste disposal or related field preferred.
Demonstrated stable work history preferred.
Knowledge/Skills and Abilities:
General knowledge of heavy equipment, safe operating practices and occupational hazards.
General knowledge of solid waste disposal regulations or related field.
Highly organized with ability to multi-task.
Ability to handle a high volume of work and varying assignments with accuracy and attention to detail.
Demonstrated computer knowledge and clerical skills.
Ability to read and comprehend and follow oral and written directions and correspondence.
Proficiency in English and spelling.
Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals.
Ability to read and comprehend county, state, and federal policies, procedures and programs of limited scope and difficulty.
Strong interpersonal and communication skills.
Ability to establish and maintain effective working relationships with employees and the general public.
Strong quality and service minded.
Ability to work cooperatively in a diverse team and/or independently.
Certifications/Licenses:
Must possess a valid Commonwealth of Virginia driver’s license, proof of insurance required to drive on County business, and acceptable driving record.
Class I Operator’s license, or ability to obtain within two years of accepting position.

Environmental Factors:
The worker must be able to work in all weather conditions and is subject to inside and outside environmental conditions, extreme cold, extreme heat, noise, vibrations, hazards, atmospheric conditions and oils.
The worker may be exposed to blood borne pathogens and infectious agents and may be required to wear specialized personal protective equipment.
Special/Additional Requirements:
Subject to a complete criminal history background search and drug screening with acceptable results.
Completion of a pre-employment physical examination indicating acceptable health to perform the work.
Must possess the ability to work a rotating schedule including weekends, holidays and overtime to meet the needs of the department.
