BASIC PURPOSE OF POSITION
Based in Macon, MS, the Agricultural Portfolio Manager manages the technical administration and health of a specialized loan portfolio across Mississippi and Alabama. Reporting to the FSA Coordinator, the role ensures strict regulatory compliance for FSA-guaranteed and conventional loans—specifically within the poultry, catfish, and row crop sectors—to mitigate credit risk and preserve federal guarantees.
DUTIES OF POSITION
I. FSA Portfolio Servicing
- Compliance: Maintain 100% guarantee retention through rigorous lifecycle servicing of Farm Ownership and Operating loans.
- Reporting: Execute timely submissions of FSA-2241 and FSA-2248 reports via USDA LINC/GLS.
- Servicing Actions: Prepare documentation for subordinations, collateral releases, and debt restructures (FSA-2231).
- Audit Readiness: Ensure all loan files, AD-1026 forms, and environmental due diligence meet annual review standards.
II. Commodity-Specific Oversight
- Poultry: Monitor integrator grower contracts and manage mandated facility upgrades per FSA terms.
- Catfish: Track pond inventories and align repayment schedules with regional harvest cycles.
- Row Crops: Verify crop insurance compliance and audit Actual Production History (APH) against projections.
III. Conventional Loan & Risk Management
- Lien Perfection: Protect first-priority positions via UCC-1 renewals and EFS filings in MS and AL.
- Asset Monitoring: Manage borrowing base certificates and track "burn rates" on seasonal operating lines.
- Financial Analysis: Use FINPACK to perform "Actual vs. Projected" cash flow reviews and identify early-warning credit deterioration.
- Inspections: Conduct annual on-farm inspections of equipment, livestock, and crop progress.
QUALIFICATIONS, EXPERIENCE & SKILLS
- Education: Bachelor’s degree in Agribusiness, Finance, or related field (or equivalent experience).
- Experience: 3–5 years in agricultural credit, portfolio management, or loan servicing.
- Technical: Deep knowledge of USDA FSA 2-FLP Handbook and proficiency in FINPACK and LINC/GLS.
- Regional Knowledge: Familiarity with Southeastern commodities and biosecurity (HPAI) standards.
