A Non-Merit vacancy exists in the Bureau of Community Health Services, Tobacco Prevention and Cessation Program, Department of Health and Human Services.
Non-Merit positions are not classified within the Baltimore County Government Classification and Compensation Plan.
A list of eligible applicants will be established based on the examination as outlined below.

Position Duties
Under general supervision, assesses the health education needs of the community and individuals and plans, develops, implements and conducts public health education related to tobacco prevention and cessation, electronic smoking devices and treatment options that promote the preservation of health and prevention of disease.
Examples of Essential Duties
Plans, develops, and coordinates a variety of public health education programs which promote the preservation of health and the prevention of disease that includes, tobacco prevention and cessation, cancer and chronic disease.
Plans and develops the health education component of Departmental programs.
Plans, organizes, and conducts educational programs for Health Department employees, schools and community-based groups.
Researches, prepares and distributes educational materials and the presentation of workshops and lectures.
Attends outreach, health fairs and screenings to provide on-site tobacco prevention and cessation education to the public.
Provides advice, consultation, and guidance to professional health care providers, community organizations, and others regarding community health education.
Recruit and engage community organizations to participate in tobacco prevention community grants.
Provide assistance in monitoring programmatic and fiscal compliance to ensure adherence to grant requirements and objectives.

Minimum Qualifications
Minimum Qualifications:
Graduation from an accredited college or university with a bachelor’s degree in public health, health education, health science, health administration, or a closely related health discipline;
plus
three years of professional experience in health education, two years of which are in the planning and developing of public health education programs
(Additional experience may be substituted for the required education on a year-for-year basis up to a maximum of two years.)
Knowledge, Skills, and Abilities (Entry Level):
- Thorough knowledge of the principles, practices, and theories of public health education.
- Thorough knowledge of the methods and techniques of health education program development, implementation, and assessment.
- Thorough knowledge of the use and development of educational resources and materials.
- Thorough knowledge of current health issues especially related to tobacco use and onset and progression of chronic diseases and educational needs affecting communities.
- Thorough knowledge of the principles and practices of supervising and directing health education programs and personnel.
- Skill in planning, developing and conducting educational programs.
- Skill in public speaking and lecturing. Skill in effective oral and written communications.
- Skill in working with diverse populations and understanding the impact of social determinants of health on chronic diseases as related to tobacco and electronic smoking device use.
- Ability to develop effective working relationships with community groups, other health care providers and co-workers.
- Ability to prepare, organize and conduct health education programs.
- Ability to establish effective working relationships with the general public, community groups, other health care organizations, and co-workers.
- Ability to learn County and Departmental rules, regulations, policies and procedures.

Applicants will be qualified based on an evaluation of their training and experience, as stated on their application, which includes answers to the supplemental questions. Physical and Environmental Conditions
The work of this classification requires driving throughout the county to provide outreach and education in the community, carrying/carting materials and lifting of supplies year round. Attendance at some evening and weekend outreach events is required.
Medical Examination and Employment Background Investigation
Applicants selected for an appointment to a position in Baltimore County must successfully complete a physical examination and drug screen and an employment background investigation, including, but not limited to a criminal background, education, and fingerprint check.
