The purpose of this classification is to assist the Director of Planning & Development in planning, directing, and overseeing operations and staff involved in comprehensive planning, zoning administration, and business licensing and building permits.
PRINCIPAL DUTIES AND RESPONSIBILITIES:
- Manages and administers implementation of current planning and zoning programs, Comprehensive Planning, plans review, and related programs and projects; evaluates land development proposals for compliance with applicable laws; facilitates mediation between communities and developers on zoning issues, use permits, and other development modifications; prepares, maintains and manages implementation of various land use and environmental regulatory documents; and participates in the preparation and maintenance of a Comprehensive Plan for the Consolidated Government.
- Interprets and applies Consolidated Government business licensing requirements and related tax collections: oversees compliance with local, state and federal business licensing requirements and related tax assessment and collection activities; and coordinates and oversees related audits and analysis.
- Organizes, prioritizes, and assigns work: prioritizes and schedules work activities in order to meet objectives; ensures that subordinates have the proper resources needed to complete the assigned work; monitors status of work in progress and inspects completed work; consults with assigned staff to assist with complex/problem situations and provide technical expertise; and provides progress and activity reports to the Director, Consolidated Government administrators and elected officials.
- Develops, plans, and implements long- and short-term strategic plans, goals, and objectives for the division: evaluates performance and effectiveness of current services, programs, and systems in relation to growing needs of the Consolidated Government; and identifies and implements needed changes, modifications and/or enhancements.
- Develops, recommends, updates, and implements policies and procedures for the division: reviews efficiency and effectiveness of operations, methods, processes, and procedures; designs and implements new and revised policies and/or processes; and ensures division activities comply with established policies and standards.
- Receives and responds to inquiries and concerns regarding activities and initiatives for areas of assignment: communicates with Consolidated Government administrators and staff, elected officials, developers, contractors, government agencies, neighborhood, civic, and environmental organizations, media representatives, and the public; provides information and answers questions regarding planning, zoning, and plans review activities and programs; interprets and explains applicable codes, ordinances, standards, requirements, policies and procedures; conducts and attends meetings; and makes presentations.
- Develops and administers budget for the division: forecasts funding needs for staffing, equipment, materials, and supplies; and monitors expenditures to ensure compliance with approved budget. Manages transportation planning grants.
- Analyzes proposed and pending regulations, laws, programs: recommends revisions to local, state, and federal entities; identifies and analyzes impact of proposed or pending regulations on department activities, policies, and procedures; and develops and implements strategies to ensure compliance with newly passed regulations and legislation.
- Manages, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
