Company Description Kerala Institute of Local Administration (KILA) is a pioneering institution dedicated to decentralisation and local governance, serving as the nodal agency for training, research, and consultancy for Local Self-Government Institutions in Kerala. Established in 1990 and supported by the Government of Kerala, KILA focuses on strengthening both rural and urban local governments through capacity-building initiatives. Registered as an autonomous institution, it operates with a unique mandate to promote decentralized governance across India and aspires to be an international training centre and SAARC centre of excellence in local governance. KILA’s work spans training programs, research projects, policy advisory services, and publications, including materials translated into multiple Indian languages and English to support participants from other states and neighboring countries.
Role Description The Associate will support KILA’s training, research, and consultancy activities related to local governance and decentralised administration. This full-time, on-site role, based in Alappuzha, involves assisting in the design, coordination, and delivery of training programs and workshops for local government representatives and officials. The Associate will help conduct background research, prepare training and reference materials, and contribute to data collection and analysis for ongoing projects. Day-to-day tasks include drafting reports and briefs, supporting policy-related studies, maintaining documentation, and coordinating with internal teams, government partners, and external stakeholders. The role may also involve contributing to publications, helping organize events, and providing administrative and logistical support to ensure smooth implementation of KILA’s initiatives.
Qualifications
- Strong research and analytical abilities, including data collection, literature review, and basic quantitative or qualitative analysis.
- Proficiency in clear written and verbal communication in English; working knowledge of Malayalam is highly desirable.
- Organizational and coordination skills to manage multiple tasks, events, and timelines in a structured manner.
- Ability to work collaboratively with diverse teams, government officials, and community stakeholders in a professional and inclusive manner.
- Comfort with office productivity tools (such as word processing, spreadsheets, and presentation software) and basic digital communication platforms.
- Academic background in Public Administration, Political Science, Development Studies, Social Sciences, or a related field; postgraduate qualification is an advantage.
- Demonstrated interest in decentralised governance, local development, public policy, or capacity-building initiatives.
- Willingness to work on-site in Alappuzha and to travel within Kerala for trainings, field visits, and stakeholder meetings, if required.
