Role:
APV seeks a highly experienced Senior Executive and Political Personnel Specialist to provide comprehensive onsite executive resources to support our federal client. This position is responsible for advising on and administering sensitive SES, Executive Resources Board (ERB), and political appointment processes. The successful candidate will serve as a subject matter expert (SME) in executive personnel management, providing direct support in screening, recruiting, appointment package preparation, ERB facilitation, performance management, and policy compliance.
Duties:
Executive Resources & Political Personnel Management
· Provide full-spectrum support for SES, SL/ST, and political appointees, including onboarding, reassignments, separations, and terminations.
· Prepare and review executive appointment packages, ensuring compliance with OPM standards.
· Support Executive Resources Board (ERB) operations, including meeting preparation, documentation, and decision tracking.
· Develop justifications for awards, special pay authorities, and performance-based incentives.
· Serve as a liaison with OPM, White House Liaison Office, and client leadership on executive personnel actions.
Policy, Compliance, and Advisory Support
· Research, interpret, and apply OPM and agency policies governing executive and political personnel.
· Provide policy guidance and advisory services to senior leadership.
· Ensure executive personnel actions align with federal laws, executive orders, and regulations.
Performance & Reporting
· Support the design, implementation, and monitoring of executive performance management programs.
· Prepare reports, dashboards, and data analysis on executive workforce trends and ERB activity.
· Develop SOPs, templates, and internal tools to streamline executive personnel management
Education:
· Bachelor's degree in human resources, public administration or related field
Required Skills:
· Minimum 7-10 years of HR experience, including at least 3-5 years supporting SES or senior executive resources programs.
· Proven knowledge of OPM executive resources regulations, or cabinet-level agency experience preferred.
· Demonstrated ability to prepare and manage executive appointment and performance management documentation.
· Strong organizational, case management, and policy interpretation skills.
· Proficient with Microsoft 365 Suite, HR systems (e.g., eOPF, HR Connect), and secure communication platforms (Teams, Adobe Connect).
· Exceptional written and verbal communication skills, with ability to prepare executive-level correspondence.
· Strong judgment, discretion, and ability to manage sensitive personnel data.
· High attention to detail with ability to manage competing priorities under tight deadlines.
· Collaborative and consultative approach to working with senior stakeholders.
· Ability to obtain and maintain Public Trust Clearance.
Preferred Skills:
- Prior experience supporting OPM, or other cabinet-level agency executive resources programs.
· Familiarity with the political appointment process, including transitions, White House liaison requirements, and senior-level onboarding.
· Professional certifications in HR (e.g., SHRM-SCP, HRCI SPHR, IPMA-CP).
Work Environment:
· Onsite in Washington, DC.
· Must work within government facilities and comply with all federal security and access protocols.
