Role Overview
The Developer Programmer Lead leads the development of data exchange supporting initiatives in Data Integration Department within Enterprise Data office with a strong focus on HL7 standards (FHIR, CCD, ADT, SIU) to ensure regulatory compliance (CMS, ONC) and data integrity. The position requires deep healthcare data integration expertise and the ability to independently lead the development, establish best practices for scalability, and improved operations, mentor junior developers, document technical design & specifications, and partner closely with IT teams.

- Function as a solution lead/architect for HIE initiatives
- Function as administrator for Nextgen connect (Mirth) platform
- Ensure that Mirth application environments are maintained with production excellence with clear metrics
- Design, develop, test, and implement HL7 interfaces
- Work on different HL7 message types like Admit Discharge Transfer (ADT), Results (ORU)
- Working knowledge in XML, CCD and CDA
- Familiar with healthcare IT standards such as LOINC, ICD-9/ICD-10, SNOMED
- Develop test cases including unit, integration, and user acceptance, validating the HL7 Messages
- Provides input related to the technical design of new applications/systems and architecture
- Interfaces with business analysts, project managers, and clients to clarify requirements, as appropriate
- Function as the lead engineer to establish real time or batch customer interfaces
- Lead the design and implementation of real time architecture solution for HIE (Health Information Exchange), Clinical Application Integration and customer-facing applications
- Lead the design and implementation of HIE cross-platform solution
- Design and implement service-oriented architecture framework using standard set of services
- Work collaboratively with architecture team to ensure that the proposed solution is aligned with enterprise architecture direction
- Conducts code reviews as appropriate for quality and adherence to standards
- Provides second level operational support for production systems when necessary. Writes documentation that describes installation and operating procedures
- Provides guidance to junior team members
- Communicates applications changes to IS team members
- Estimates resource requirements and scope for incoming tasks as needed
- Analyzes and interprets business requirements to define and develop technical requirements / specifications
- Participates in technical design, contributing insights and ideas
- May conduct diagnosis of standard business problems, factoring in an understanding of current technical and applications architecture
- Troubleshoots applications problems independently
- Configure and setup of Webservice and API calls from Mirth
- May participate on specialized committees (e.g. technology acquisition committee, etc.), as needed
Education and Experience
- Bachelor’s degree in computer science or equivalent experience
- At least eight (8)+ years of programming experience required, with detailed working knowledge and hands-on experience with HL7 V2.x and V3.x interfaces
- Experience working on different HL7 message types like Admit Discharge Transfer (ADT), Results (ORU)
- Working knowledge in XML, CCD and CDA
- Experience with Real-time (TCP/IP, VPN) and Batch (FTP/SFTP) Interfaces
- Hands-on experience on Database queries (Oracle, SQL Server)Working knowledge and experience with Azure and data bricks
- Solid understanding of healthcare HIPAA rules
- Possesses strong working knowledge of the relevant programming languages, tools, and technologies for the area supported
- Possesses strong understanding of the software development life cycle (SDLC), including Agile methods
- Exhibits a strong working understanding of installed systems, with the ability to troubleshoot and resolve most problems on the existing systems supported
- Understands key technical architectural components and how they should be factored into decisions and recommendations
- Stays up to date on the changing business needs for the area(s) supported and the subsequent impact on applications
- Discusses technology-related business problems with clients and project partners and collaborates to assess options and to develop the best solution
- Builds and maintains knowledge about company’s processes and strategies
- Builds and promotes integration across systems including applications outside of their area of responsibility
