About the Department

The Facilities Project Supervisor, under general supervision, is responsible for the management of assigned projects from planning through build-out as well as property asset management for the County. Work involves management of projects, including developing and monitoring schedules, cost estimates, plan review and coordinating the activities of individual projects to ensure that goals and objectives of projects are accomplished on schedule and within budget. Oversees the work of outside consultants and coordinates with other agencies and/or County departments. Reviews quality of work and timeliness of performance and prepares and presents reports and other necessary correspondence on assigned projects. Maintains project files. Work also involves ensuring that projects comply with all County, Federal, State, and Local ordinances and regulations. Employee must exercise considerable initiative and independent judgment while overseeing projects within the scope of County ordinances and regulations, budget and federal and state laws. Employee must also exercise tact and courtesy in contact with government officials at various levels, consultants, engineers, vendors, and the general public.

Position Duties



Project Management:

  • Performs project management functions for assigned capital and maintenance projects. Reviews project proposals and contracts to determine project goals, scope of work, staffing requirements, schedules, budgets and procedures for accomplishing projects within set goals. 
  • Interprets, applies and enforces the provisions of the County’s standards, policies and procedures and other applicable federal, state and local codes, laws, rules, regulations, specifications, standards, policies and procedures. 
  • Overseas the bid proposal and purchase recommendation process for projects including solicitation and review of proposals in partnership with Purchasing and Legal liaisons. 
  • Confers with project team to outline work plan and to assign tasks and resources required for each task, establishes project milestones, manages problems as they arise, adheres and monitors to budgeted resources, identifies project uncertainties and risks to the County and provides ongoing reporting to stakeholders. 
  • Assures that accurate documentation is compiled, completed and maintained for all projects. 
  • Coordinates project teams for planning, design, and build-out of projects including selection and management of architects, engineers, and consultants and oversight of build-outs. 
  • Conducts site visits as needed, inspects sites to identify potential build out and/or design changes due to existing items not reflected on design plans, coordinates inspection services and identifies and implements all necessary corrective actions. 
Asset Inventory Management: 
  • Serves as the inventory control designee for all County furniture and equipment assets including those in storage. Responsible for creating and maintain a database for reporting and tracking. 
  • Manages and maintains document storage and destruction schedules at contract storage facilities.  
  • Coordinates and manages fleet management for the County including maintaining accurate records of County vehicle inventory with condition details to include (age, mileage, inspection date, etc…) Develops and adheres to a replacement and reassignment schedule for fleet inventory. 
  • Performs other duties as assigned.
Fleet Management: 
  • Manages and monitors a large fleet of vehicles owned and operated by various County departments.
  • Maintains records for county vehicle inventory including (age, condition, mileage details) and overall routine (preventive and predictive) maintenance needs.
  • Maintains a reporting system to department head reports and annual reports. 
  • Oversees the recommendation and preparation of surplus vehicles to be sold at auction.

  • Performing physically demanding, labor-intensive tasks on a frequent basis
  • Lifting, carrying, pushing, and pulling objects, tools, or materials as required by job duties
  • Repetitive physical movements, including bending, stooping, climbing, kneeling, crouching, and standing or walking for extended periods
  • Working in outdoor environments and exposed conditions, including extreme heat, cold, rain, humidity, and other weather conditions
  • Safely using tools, equipment, and machinery necessary to perform assigned duties

Minimum Qualifications

Education & Experience: Bachelor’s degree in engineering, architecture, or construction management and three (3) years of experience in design and construction management, including management of large and small new construction, renovation, or repair and maintenance projects in an industrial, institutional, or governmental setting; or equivalent combination of education and experience.
Computer & Technology Skills:  Advanced computer skills and experience with Microsoft Office. 
License/Credentials: Possession of a valid NC driver’s license with the ability to maintain per Alamance County policy. PMP certification is highly preferred.

WORK ENVIRONMENT 
Work is performed in office and outdoor environments. Work may be performed near heavy equipment and machinery that could result in bodily harm to co-workers or others. The normal workweek for this position is Monday through Friday, 8:00 a.m. to 5:00 p.m. Alternative work schedules may be considered. This position is FLSA Exempt and is not eligible for overtime pay.
