About the role

Description

Nature of Work:  The Human Resources Generalist serves as the primary HR partner for a designated geographic region, providing hands-on, day-to-day support to employees and managers. This role ensures consistent execution of HR processes, supports compliance and documentation accuracy, and reinforces a positive workplace culture.

The HR Generalist works closely with the Director of Human Resources and Payroll & Benefits Specialist to ensure alignment between field operations, HR strategy, and regulatory requirements, while maintaining strong visibility and responsiveness in assigned program areas.

Essential Functions: 

Regional HR Support & Employee Relations

  • Serve as the primary HR contact for employees and managers within assigned region.
  • Provide guidance on HR policies, procedures, and workplace expectations.
  • Support resolution of employee concerns, documenting issues and escalating complex matters to the Director of HR.
  • Coach supervisors on basic performance management, documentation, and communication practices.
  • Identify trends or recurring issues and communicate to HR leadership.

 Recruitment & Onboarding

  • Coordinate recruitment activities including posting, screening, and interview scheduling.
  • Partner with hiring managers to ensure timely and effective hiring processes.
  • Lead on-site onboarding and orientation experience, ensuring completion of all required documentation and training.
  • Ensure new hires are successfully integrated into agency culture, expectations, and workflows.

 HR Compliance & Personnel Records

  • Maintain accurate, complete, and audit-ready personnel files (electronic and/or physical).
  • Ensure all required employment documentation is completed, verified, and properly stored.
  • Conduct routine file audits and correct discrepancies proactively.
  • Support compliance with federal, state (including Maine-specific), and agency requirements.
  • Prepare documentation for audits, licensing reviews, and internal compliance checks.

 Coordination with Payroll, Benefits & Leave

  • Partner with Payroll & Benefits Specialist to ensure timely and accurate processing of:
    • New hire data
    • Status changes
    • Separation documentation
  • Assist employees with basic payroll and benefits questions and route complex issues appropriately.
  • Support leave processes by:
    • Ensuring required documentation is submitted
    • Communicating updates between employees, managers, and Payroll & Benefits
    • Reinforce deadlines and expectations related to payroll, benefits, and leave.

 Training Reinforcement & Workforce Support

  • Reinforce required trainings and track completion in collaboration with Training Department.
  • Support managers in ensuring staff meet compliance and credentialing requirements.
  • Assist with implementation of HR initiatives, policy rollouts, and organizational changes.

 Recruitment Marketing & Community Engagement

  • Coordinate regional recruitment activities including job postings, hiring events, and outreach.
  • Maintain relationships with local workforce partners, schools, and community organizations.
  • Track recruitment activity and share insights with HR leadership. 

Collaboration & Coverage

  • Provide cross-coverage for other HR Generalists during absences or high-demand periods.
  • Participate in HR team meetings to ensure consistency in practices and communication.
  • Support HR, Payroll, and Benefits projects as assigned.

  • Travel within assigned region(s); occasional cross-regional support.
  • Maintain strict confidentiality and professionalism in all HR matters. 
  • Ability to respond to urgent workforce issues in a timely and effective manner.
  • Flexibility to support occasional evening/weekend workforce needs.

Physical Requirements/Work Environment:

  • Operates in a professional office environment with periodic visits to program sites.
  • Regularly required to sit, stand, walk, use hands to operate office equipment, and talk or hear in person and via phone or video conferencing.
  • May occasionally be required to lift up to 35 pounds (e.g., supplies, documents, equipment).
  • Must be able to travel independently between agency locations and to meetings or vendor sites.
  • May require occasional evening or weekend hours depending on payroll or project deadlines.

Qualifications: 

  • High school diploma or equivalent required; Associate’s degree in accounting, business administration, human resources, or related field preferred.
  • Minimum of two (2) years of human resources experience, preferably in a generalist capacity.
  • Strong knowledge of employment law, recruitment practices, and HR administration.
  • Proficiency in HRIS and payroll systems, with strong Microsoft Excel skills.
  • Demonstrated ability to maintain confidentiality and accuracy in financial and employee data.
  • Strong interpersonal, problem-solving, and communication skills.
  • Strong organizational and time management skills.
  • Ability to manage multiple priorities and maintain attention to detail in a fast-paced environment.
  • Ability to pass all required background checks (Adult/Child Protective Services, criminal history, OIG Exclusion list, National Sex Offender Registry, Bureau of Motor Vehicles, and Maine CNA Registry).
